About this file

This is a Bid Book from the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality, soliciting bids for multiple nutrient reduction wetland construction projects. The file lists 20 active bid opportunities (Bids 24-07 through 25-20) for various wetland types including breakpoint wetlands, oxbow wetlands in floodplains, and edge-of-field practices with features such as sheet pile construction, tile installation, water control structures, and associated earthwork. Bid openings are scheduled across multiple dates throughout 2025, with most recent bids due by 3:00 PM on December 17, 2025, via the IMPACS system. Pre-bid meetings are conducted prior to each bid opening to allow prospective bidders to review project details and ask questions. The scope of work for individual projects typically includes selective clearing, excavation, grading, riprap placement, concrete work, and seeding, with project completion deadlines generally set for early summer months. Bidders must be registered with the Iowa Division of Labor and must demonstrate qualifications and experience with similar nutrient reduction infrastructure projects.

All bids must be submitted electronically through IMPACS, and the contract will be awarded to the lowest responsive and responsible bidder. Prospective bidders must be added to the plan holders list by following instructions in the Notice to Bidders document to receive meeting minutes and addenda prior to submission. Performance bonds are required from successful bidders. The file does not specify pricing ranges, set-aside designations, or incumbent contractors. Funding sources are not explicitly stated in the document. The Division also maintains a prequalification list for engineering consulting, land surveying, and design services related to nutrient reduction infrastructure, with interested firms required to submit a Letter of Interest to the designated contact.

Division Engineering Prequalification

The Division contracts several types of professional engineering consulting, land surveying, and design services, and maintains a list of prequalified firms or individuals interested in performing such services. Prequalification is not an award and does not create an obligation on behalf of the Division. Prequalified firms and individuals will receive a Request for Proposal (RFP) whenever the Division requires the type(s) of services for which they are prequalified. Service types included for prequalification at this time are:

Abandoned Coal Mine Land Reclamation engineering and design services for both traditional and natural landform designs;

Engineering design and land surveying services for nutrient reduction infrastructure practice types including:

- Wetlands (traditional breakpoint, flood plain, oxbow, tile zone, and pumped);

- Edge-of-field practices (saturated buffers, woodchip bioreactors, drainage water management); and

- Grade stabilization structures

Engineering design review services for urban conservation practices; and

Update and review of the Iowa Stormwater Management Manual chapters

If you are interested in submitting a Statement of Qualifications (SOQ) for any of the above service types, please submit a Letter of Interest (LOI) to Tracy Bruun at tracy.bruun@iowaagriculture.gov. Letters of interest must include the firm or individual’s office location, contact information, and which types of services they are interested in submitting qualifications for. If you have previously requested an SOQ review and were not considered qualified, your LOI must also include the date of previous SOQ submission(s) and a list of changes that address the previously unmet requirement(s). Upon receipt of an LOI, interested firms and individuals will be sent the full SOQ requirements and instructions.
