About this file

This document is a Bid Amendment for a Cable Television Service Contract issued by the Illinois Department of Corrections (IDOC) for the Sheridan Correctional Center, specifically Bid #26-426DOC-SHERI-B-49001. The contract will cover a five-year term from October 1, 2025, to September 30, 2030, and seeks a vendor to provide comprehensive cable services for 1,740 facility drops/hookups. The solicitation requires the successful bidder to deliver 57 standard channels, four programmable dedicated facility channels, four digital music channels from SiriusXM, and four religious channels. Bids must be submitted electronically via BidBuy by September 3, 2025, with bid proposals remaining firm for 90 days from the opening date.

The procurement includes specific set-aside provisions favoring small businesses, with non-small businesses restricted to no more than 49% of the contract value. Vendors must be registered in the Illinois Small Business Set-Aside Program and provide comprehensive documentation, including the Illinois Procurement Gateway Active Registered Vendor Disclosure form. The contract mandates 24/7 technical support, equipment provision, installation, maintenance, and signal quality, with a requirement to dispatch a service technician within 24 hours of notification. The state will evaluate bids based on responsiveness, responsibility, and pricing, with the intent to award to the lowest priced responsive and responsible bidder. Additional incentives include potential tax credits for hiring qualified veterans and ex-offenders, and strict compliance with Department of Corrections security protocols, including mandatory background checks for all personnel.

IDOC – Sheridan Correctional Center – Cable Television Service Contract Bid # 26-426DOC-SHERI-B-49001 Amendment #3 Response to Vendors’ Questions to Invitation for Bid (IFB)

Below are the responses to the questions that IDOC has received regarding the above IFB:

1. Are the 4 programmable facility channels for training purposes that have an external device they connect to, say, like a USB? Or would they like to be more of an in-house channel where they can create and display their content?

ANSWER: For the 4 institutional channels, 3 would be movie/educational programming run via a computer connected with HDMI and A/V connections, and 1 would be the institutional bulletin channel run via USB and A/V connections.
