2.1
This section lists existing terms that have been updated to match with NJSTART terms, e.g. (Vendor {Contractor} personnel). When preparing a quote {proposal}, should the Vendor {Bidder} use: 1. The NJSTART term only, e.g. (Vendor personnel), or 2. The combination of the NJSTART term and the existing term, e.g. (Vendor {Contractor} personnel). Please clarify by stating the preferred option.

The Vendor {Bidder} may use either term.

3.6.1.d
The tasks listed in Section 3.2.4.1 – Primary Task 4 Detail seems to be in line with New Jersey Civil Service Commission Equivalent (NJCSE) title Data Architect 1. Section 3.2.4.2 also references Mobile Source Expert. However, Section 3.6.1.d Level-4 (Mobile Source Expert) Staff lists the NJCSE title as Environmental Engineer 4. Since the tasks in Section 3.2.4.1 are more in line with NJCSE title Data Architect 1 would the State accept Data Architect 1 qualifications with the prerequisite experience?

Yes, the State will accept Data Architect 1 qualifications for the Level-4 Mobile Source Expert as long as the proposed personnel meet the qualifications and minimum experience outlined in Section 3.6.1.d. Please refer to Bid Solicitation {RFP} Section 3.6.1.d.

4.4.1.3
This Section states that Vendors {Bidders} intending to use a Subcontractor shall submit a Subcontractor Utilization Plan form. Please confirm that the use of a Subcontractor is not mandatory and a Subcontractor Utilization Plan is required only if the Vendor {Bidder} is intending to use a Subcontractor.

Yes, this is confirmed.

4.4.4.5
Please confirm that only a list of backup staff is required and not their resumes.

Please refer to Bid Solicitation {RFP} Section 4.4.4.5, which states, “The Vendor {Bidder} should include a list of backup staff that may be called upon to assist or replace primary individuals assigned. Backup staff must be clearly identified as backup staff.”

A list of backup staff is requested with quote {proposal} submission. Resumes for backup staff are not required.
