About this file

This is Amendment 1 to an Invitation for Bid (IFB) document issued by the Kansas Department of Administration's Office of Procurement and Contracts on behalf of the Kansas Highway Patrol for Evidence Supplies. The amendment consists of a Questions & Answers section addressing vendor inquiries submitted prior to the original bid closing date of November 18, 2025. The procurement encompasses 14 evidence supply items, including tamper-evident evidence bags in various sizes, plain paper evidence bags, moisture-resistant boxer tape, long gun and handgun boxes, DNA collection swabs, and split back evidence tape. The Kansas Highway Patrol processes approximately 10,000 evidence exhibits annually, with most requiring an evidence bag of various sizes. Vendors are required to submit a signed copy of this amendment with their bid response by the new closing date of December 2, 2025, at 2:00 PM CST. The contract, once awarded to the lowest responsible bidder, will run for five years from the date of award through December 31, 2030.

Historical pricing data provided in the amendment reveals annual costs of $5,857.52 in 2025, $4,327.49 in 2024, $5,165.20 in 2023, $5,600.53 in 2022, and $2,263.30 in 2021. The amendment clarifies that substitute products are permitted for Surseal brand tamper-evident evidence bags provided they maintain equivalent security and functionality features. Standard long gun and handgun boxes meeting the Kansas Highway Patrol's needs are acceptable; additional features such as clear lids are not required. No detailed technical specifications beyond industry standards are available for the 14 products listed. Bidders should use the historical pricing data as reference when preparing proposals. All bids must include shipping charges to the Kansas Highway Patrol Central Evidence location in Salina, KS, and pricing must be quoted on a per-unit basis with an optional discount percentage for additional items ordered during the five-year contract term.

Questions & Answers

1. Estimated Annual Usage: Could you kindly provide the estimated annual usage for each of the listed products?

Answer: Approximately 10,000 exhibits come into evidence annually, most of which require an evidence bag (various size)

2. Surseal Brand Substitute: Are we allowed to propose substitute products for the Surseal tamper-evident evidence bags, or is the Surseal brand a strict requirement?

Answer: Yes, substitutes are allowed if they have the same features, both security and functionality.

3. Product Specifications: For the 14 products listed in the bid, such as the Long Gun/Rifle Box and Handgun/Pistol Box, are there detailed specifications available, especially concerning materials and other technical requirements?

Answer: No, not really. Most providers have a standard long gun box and standard pistol box which meet our needs. Some have clear lids which allow you to see the gun without opening the box but features above what is standard are not necessary.

4. Historical Pricing: Would it be possible to receive any historical purchase prices for reference when preparing our proposal?

Answer: Below is our annual cost for these items.

• 2025 - $5,857.52

• 2024 - $4,327.49

• 2023 - $5,165.20
