The WNJS analog transmitter, combiner, filter, and internal cooling system components have been removed from the Waterford facility. The Vendors {Bidders} shall decommission from WNJB a Comark CH 58 CTTU60ICR transmitter, combiner, and cooling system.
7
3.2.1 C Overhead Mask filter
During the site visit, it was mentioned that the mask filter would be located on the floor where the 2nd Ultimate TX cabinet is currently located. Please confirm if the RF will be ceiling or floor mounted.
Ceiling mounted is required. Refer to Sections 3.5.6 (D) and 3.17.5 (D) of the Bid Solicitation.
8
3.2.2 / 3.5.10 A Existing Staco AVR & Surge Suppressor / PS Voltage Range
3.2.2 mentions the use of the existing automatic voltage regulator (AVR), which typically protects the output with input variations of +10% / -25%. However 3.5.10 A requests line voltage variation of +20 to -40%. Most TX systems are rated over a lower input AC variation (+/-15%) without an AVR. Considering the TX will be protected by the AVR, is a lower variation acceptable and if yes, how much?
The lower input AC variation of (+/- 15%) is acceptable. Refer to Section 3.5.10 (A) of the Revised Bid Solicitation dated 091019.
9
3.5.4 Electrical Power Requirements
If the electrical service is 480VAC, is it acceptable to supply a 480VAC to 209VAC transformer for the transmitter?
Yes, provided that it is three-phase, all-copper windings, is sized a minimum of 150% of the maximum (worst-case) transmitter consumption and power factor, and its contribution to the cooling load when operated at its nameplate capacity is included in the total for the transmitter.
10
3.5.6 A (3.6.1) 2 RF switches
The first switch mentions main/standby DTV transmitter. Shall we assume the existing air cooled (E-Compact) TX is the standby? Do we need to supply interconnect coax for the air cooled TX to the RF switch?
No, the stand-by transmitter will be a single cabinet Thales/Comark Ultimate 5kW solid-state transmitter. Yes, the switch is required, but the interconnect to the standby transmitter is not required.
11
3.5.7.1 A Water-Cooling System
Is NJPBA supplying all new copper coolant lines from the pump module location out to the heat exchanger locations?
No, the Vendor {Contractor} shall supply the lines.
12
3.5.10 K EMI IEC/EN 6100-4
Please confirm that the immunity spec is IEC/EN 61000-4 series. https://en.wikipedia.org/wiki/IEC_61000-4-2
IEC/EN 61000-4-2 is the acceptable standard.
13
3.5.11 R Exciter monitoring port
Does NJPBA just want the monitoring port available or a test/measurement device that can connect to this port and provide the metrics listed in this requirement (Shoulder, SNR, MER, etc.)?
The Exciter monitoring port is required for test/measurement devices.
14
3.5.13 A & B
What is the interface between the Statmon system and the vendor supplied equipment (parallel, SNMP, other)?
Parallel logic for control and status indications, and varying-voltage DC samples (10V maximum) for analog readings is mandatory. SNMP with MIB's supplied by Vendor {Bidder} are desirable, but they will not be used by the NJPBA as our primary means of remote control and status monitoring.
15
3.5.6 C & 3.7 Filtering for Land Mobile Radio (LMR)
Generally, a TV station entity will contract with a 3rd party consulting engineer firm that will conduct an interference study to determine the level of out-of-band suppression required to mitigate LMR interference and that report is provided to vendors. This report then is used to determine the number of poles (6, 8, 12) required to meet the specification. Please confirm if NJPBA has contracted with a 3rd party consulting firm and has the report. The existing D22 system incorporates an 8-pole RF mask filter.
No 3rd party vendor has been contracted. If interference is noted, then a study would be commissioned (at the Vendor's {Contractor’s} cost) to determine how much additional out-of-band suppression is required. A study, before the transmitter is in operation, cannot determine the out-of-band emission levels being radiated ahead of time as it is a function of many variables, including but not limited to the native spectral purity of the transmitter/amplifiers, the transmission response of the filtering, the radiation characteristics of the antenna, passive intermodulation anywhere within the RF system, etc.
The NJPBA is replacing 8-pole RF mask filter. The Vendor {Contractor} shall provide any necessary filtering of the Channel 23 signal as may be required to protect T-band operations within a 5-mile radius of the site.
16
3.6.1 RF Switches
What is the model of the WNJS standby transmitter?
Comark Ultimate 5kW solid-state.
17

The requirement addresses combiner, transmission lines, and antennas, which need a 5 year warranty. These items are not in the scope of this RFQ.
The Vendor {Contractor} shall confirm that the equipment provided in response to this Bid Solicitation include a five (5) year warranty. Refer to Section 3.11.1 (C) of the Revised Bid Solicitation dated 091019.
18
3.17.5 A 2 RF switches
The first switch mentions main/standby DTV transmitter. Shall we assume the existing liquid cooled TX is the standby? Do we need to supply interconnect coax for the air cooled TX to the RF switch?
Yes, the existing Thales/Comark Ultimate VHF TX will be provisioned by the NJPBA as a standby transmitter. Yes, the switch to the standby transmitter is required, but the interconnect to the standby transmitter is not required.
19
3.17.9 A PS Voltage Range
3.17.9 A requests line voltage variation of +20 to -40%. Most TX systems are rated over a lower input AC variation (+/-15%) without an AVR. Is a lower variation acceptable and if yes, how much? Shall the vendor supply an AVR and surge suppressor similar to the system used at WNJS?
The lower input AC variation of (+/- 15%) is acceptable. Refer to Section 3.17.9 (A) of the Revised Bid Solicitation dated 091019.
20
3.17.9 K EMI IEC/EN 6100-4
Please confirm that the immunity spec is IEC/EN 61000-4 series. https://en.wikipedia.org/wiki/IEC_61000-4-2
IEC/EN 61000-4-2 is the acceptable standard.
21
3.22.1 C five (5) year warranty
The requirement addresses combiner, transmission lines, and antennas, which need a 5 year warranty. These items are not in the scope of this RFQ.
The Vendor {Contractor} shall confirm that the equipment provided in response to this Bid Solicitation include a five (5) year warranty. Refer to Section 3.22.1 (C) of the Revised Bid Solicitation dated 091019.
22
4.4.5.4 Delivery Time
