About this file

This document is Bid Amendment #1 to Request for Proposal (RFP) #16DPP00017 issued by the New Jersey Department of the Treasury, Division of Purchase and Property for various men's and women's clothing items for the New Jersey Department of Corrections (NJDOC) canteen/commissary locations. The amendment provides answers to vendor questions and revisions to the RFP, including changes to the pricing sheet, purpose and intent, cash discounts, method of bidding/price sheet instructions, and evaluation criteria. The contract has a 3-year term with the option to extend up to 2 additional years. Proposals are due on May 26, 2016 at 2:00 PM ET.

The pricing provided by vendors must be fixed for the term of the contract. There is no small business set-aside for this procurement, and vendors are required to bid on all line items to be considered responsive. Delivery costs should be factored into the overall pricing, as the state does not provide guidance on how to handle shipping. The current contract has been extended until a new award is made, which is anticipated in April 2017.

How would I know this is transportation bidding?
This is not a transportation contract. Please refer to Section 1.0 of the Bid Solicitation {RFP} which provides a description of the goods or services being requested. Please also refer to Section 3.20 of the Bid Solicitation {RFP} for delivery requirements.

A. I see this is not a SB set aside - would you reconsider if you have 2 or more?

B. What are the award criteria’s?

C. Firm needs to have office or be headquartered in NJ?

D. You state 2 weeks after ARO that it can begin, however, you state the current contract is good till April 30, 2017 - are you not awarding until April 2017?

E. If we are using one supplier are the considered a sub-contractor? or joint venture or neither A. No, it is not the intent to award this contract to a small business firm. Please refer to the following for information as to what qualifies as a small business:

http://www.nj.gov/njbusiness/contracting/ or by contacting that agency as indicated below during business hours.

New Jersey Department of the Treasury Division of Revenue and Enterprise Services Small Business Registration and M/WBE Certification Services Unit

33 West State Street – Fifth Floor PO Box 026 Trenton, NJ 08625-0026 Telephone: 609-292-2146 Fax #: 609-292-8764

B. Please refer to Section 6.6 of the Bid Solicitation {RFP} for award criteria.

C. As noted in the response to 2A above, this contract is not set-aside for small businesses; There is no requirement in this Bid Solicitation {RFP} that a Vendor has an office in New Jersey.

D. Please refer to Section 4.4.5.4 “Delivery Time and Costs for the ARO requirements for this Bid Solicitation {RFP}. The State has granted a contract extension until April 30, 2017 or until new contract is awarded.

E. For purposes of this RFP a supplier would be considered neither sub-contractor nor a joint venture.

Is this a fixed price for all 3 years? or can there be increases? Since delivery can be small or large and varies how often, how do you want the delivery to be factored into the pricing.. per visit, percentage of overall order, per unit?
The pricing provided by Vendors {Bidders} is fixed pricing for the term of the contract, in this case three (3) years with the option to extend up to two (2) years as per Section 5.2 of this Bid Solicitation {RFP}.

The State does not direct Vendors {Bidders} on how they should handle their shipping cost. Vendors must deliver all products FOB.

A. If packaging is best as 3 or 4 pair instead of single, can we present it that way?

B. If all sizes are available except perhaps the 7XL or 8XL should we still bid on that section.

A. Please refer to the answer provided in Part 2 of this Bid Amendment {Addendum}.

B. Vendors {Bidders} are required to bid all sizes for each category bid to be eligible for an award. Failure to bid all line items in a category will deem your quote {proposal} non-responsive for that category.
