REQUEST FOR PROPOSAL

WTP SCADA AND FILTER CONTROL SYSTEM IMPROVEMENTS

CITY OF CARROLLTON

CARROLLTON, GEORGIA

The City of Carrollton (the “City”) is soliciting sealed proposals for furnishing labor, tools, equipment, and appurtenances necessary for the construction of the WTP SCADA and Filter Control System Improvements Project. Proposals will be received by the City at the Carrollton City Hall Third Floor Conference Room, located at 315 Bradley Street, Carrollton, Georgia 30117, until 2:00 p.m., local time, on Thursday, December 3, 2026, and then at said office publicly opened and the bid price read aloud.

This request is for a proposal to furnish all equipment, materials, and installation services to perform all services necessary for control and monitoring system improvements complete with all appurtenances and accessories to be installed at the City of Carrollton Water Treatment Plant. Currently the City’s Water Plant operates ten conventional filters. Each filter has six individual valves; left influent, right influent, effluent, drain, wash and rewash, and a shared backwash valve for a total of 61 valves. These valves are controlled using a DeviceNet communication network and two Allen-Bradley ControlLogix PLCs with Panelview touchscreens. DeviceNet is no longer a widely used communication network and has proven more and more difficult for the city to support and maintain throughout the years. The purpose of this project is to abandon the existing DeviceNet based valve control system in lieu of simpler valve controls utilizing conventional discrete and analog wiring. Furthermore, it is the design intent that each filter will be capable of standalone control without the need of the Supervisory ControlLogix PLCs. Each filter will have its own dedicated Allen-Bradley PLC and touchscreen. Additionally, the integrator will replace the plant’s existing SCADA system with new HMI software and computer hardware. Proposals shall include all materials, labor, applicable taxes and fees including freight to Carrollton, Georgia.

Proposals shall be evaluated by the Engineering Department of the City of Carrollton, GA based on the following criteria:

Evaluation Basis Maximum Points

• Qualifications / Experience/ Stability of Project Team

• Technical Merits of Proposal 10

• Proposed Pricing 45

• Locality/ Service/ Availability and previous Experience with specified equipment Warranty

• Delivery and Installation Schedule 10

A score will be given for each of the above criteria and the scores weighted based on the percentages listed above. The Contractor with the highest total score will be selected for the project.

The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. Also, this project is of sufficient complexity that the City reserves the right to reject any contractor who does not have previous experience with projects of a similar nature and complexity.

A Pre-Bid Conference will be held for all Bidders at 10:00 a.m., local time, on Tuesday, November 17, 2026, by the City onsite at the Carrollton Water Plant, located at 1007 N Park St, Carrollton, Georgia

30117. Interested Bidders are encouraged to attend.
