Summary of Addendum No. 3 for Trumbull Hillcrest Middle School Phase 1 Project

This addendum document, issued by Bismark Construction Company as Construction Manager for the Trumbull Hillcrest Middle School Phase 1 project in Connecticut (State Project No. 144-0108N), provides 66 Requests for Information (RFIs) responses and supplemental contract documents including CAD files, specification sections, and plan sheets. The project involves substantial sitework, demolition, site preparation, utilities, grading, and building construction. Key RFI resolutions clarify scope items including temporary facilities (12 portable toilets for 20 months and 6 toilets for 10 months, both cleaned twice weekly), temporary electrical service (400 amp weathertight enclosure with 1,000 linear feet of trench and 4-inch conduit), site lighting (8 poles with 400-watt LED fixtures), soil management and over-excavation requirements beneath building foundations, construction joint details, and utility coordination. The addendum addresses bidding procedures, material staging restrictions, rock removal allowances, field-related work scope clarification, and coordination between Phase 1 and Phase 2 subcontractors. The bid date was extended one week to July 9, 2026, at 2:00 p.m., and the document specifies that all utility work, erosion control, and sitework improvements (except site concrete, fencing, and landscaping) remain under the site contractor's responsibility.

The file includes comprehensive technical specifications for cast-in-place concrete (Section 033000), cold fluid-applied waterproofing (Section 071416), and thermal and acoustical insulation (Section 072100), establishing standards for concrete mixtures with minimum compressive strength of 4,500 psi for footings and foundation walls and 3,500 psi for slabs-on-grade, polyurethane waterproofing with a five-year warranty from Substantial Completion, and foam-plastic board and glass-fiber blanket insulation products. Concrete work requires air content of 6 percent for normal-weight concrete with 3/4-inch maximum coarse aggregate, epoxy-coated reinforcement where specified, and specific finishing tolerances for flatness and levelness. Testing and quality control procedures mandate independent agency testing with ACI-certified personnel, compression testing at 7 and 28 days, and field inspection of reinforcement placement, formwork, and curing procedures. The specifications emphasize Connecticut Healthy Building Practice (CT HPB) documentation requirements including recycled content percentages, manufacturing locations, material cost breakdowns, and volatile organic compound (VOC) content verification for all products and field-applied materials.

07/01/26 TSKP (A/E) CLOSED Langan completed a Phase II Environmental Site Assessment in August 2025 and we also prepared a Soil Management Plan dated April 2026. No releases were identified associated with any of the AOCs, with the exception of pesticides in limited areas related to historical agricultural use of the site. Under the new Connecticut Release Based Cleanup Regulations, pesticides are exempt from CTDEEP reporting and remediation requirements and reuse of these soils on the same parcel from which they were excavated is not restricted, regardless of the concentration of pesticides. We recommend that topsoil be reused to the extent practicable as any soil proposed to be exported will need to be classified at a minimum frequency of 1 sample per 500 cubic yards and according to the requirements of the receiving facility. Per the new state Release-Based Cleanup Regulations (RBCRs) effective 3/1/26, sampling always has a potential to trigger CTDEEP reporting and may require additional sampling if non-naturally occurring compounds are detected.
