About this file
This is an Invitation to Bid document issued by the Town of Trumbull, Connecticut, in conjunction with Bismark Construction Company, Inc., serving as Construction Manager At-Risk for the Hillcrest Middle School Construction Phase 1 project. The project encompasses two bid packages: Temporary Fencing (1.00C) and Site Work (1.32A), both due for submission on July 2, 2026, at 2:00 PM at the Trumbull Town Hall Purchasing Department. A non-mandatory pre-bid conference is scheduled for Thursday, June 18, 2026, at 10:00 AM. Site visits are encouraged and must be coordinated through the Construction Manager; failure to conduct a site visit does not relieve bidders from contract requirements. Bids must remain valid and available for acceptance for 120 days from the date of submission. Request for Information (RFI) submissions are due by Thursday, June 25, 2026, end of business day, with answers provided via addendum to all bidders through the Bismark Construction website.
Bid security requirements include a 5 percent bid bond or certified check for work estimated at $50,000 or greater; small contractors and minority business enterprises may provide a letter of credit at 10 percent for bids under $100,000 or 25 percent for bids at or exceeding $100,000. The Site Work package (1.32A) requires a Department of Administrative Services Prequalification Certificate and is not set aside, while the Temporary Fencing package (1.00C) is set aside for Connecticut state-certified Small Business Enterprises (SBE) and Minority/Women/Disabled-owned Businesses (M/W/DisBE). The contract mandates a minimum 25 percent spending allocation goal for SBE subcontractors and 6.25 percent for M/W/DisBE subcontractors of the state-funded portion. Prevailing wage rates apply and are subject to annual adjustments posted each July 1st on the Connecticut Department of Labor website. Liquidated damages are set at $1,000 per day. All bidders must complete and return the CHRO Compliance Acknowledgement Agreement form at bid opening; municipalities receiving over $500,000 in state funding must file an approved Affirmative Action Plan or Set Aside plan with CHRO within 30 days following the intent to award notice.
