About this file
This is Addenda #3 to Bid 26-15, issued by the Putnam County Procurement Department in Palatka, Florida on August 3, 2026, for the East Putnam Regional Water Tank Maintenance project. The addenda represents the third set of changes, additions, substitutions, and deletions to the original contract documents and becomes fully binding on all bidders submitting responses. The document addresses clarifications regarding the pressure tanks, specifically regarding their configuration and operational specifications.
The addenda serves as an amendment to the bid solicitation that requires all bidders to acknowledge receipt and incorporate the changes into their proposals. As the third addendum issued for this project (following Addenda #1 on June 29 and Addenda #2 on July 15, 2026), it reflects ongoing clarifications necessary for bidders to accurately prepare responses for the exterior and interior repainting and inspection of Putnam County's water storage facilities, including the 100,000-gallon elevated water tower and two 5,000-gallon pressure tanks. Bidders must incorporate all addenda provisions into their sealed bids submitted to the Putnam County Procurement Department prior to the August 6, 2026 deadline.

PUTNAM COUNTY
PROCUREMENT DEPARTMENT
2509 CRILL AVE, STE 200
PALATKA, FL 32177
Bid 26-15 East Putnam Regional Water Tank Maintenance
Addenda # 3 August 3, 2026
TO ALL BIDDERS SUBMITTING A RESPONSE ON THIS PROJECT
The changes, additions, substitutions, and/or deletions contained in Addenda #3 are hereby made part of the Contract Documents fully and completely for this Bid.
1. Question:
Do the pressure tanks have only one <24” manway? If so, this manway is not OSHA compliant.
Additionally, since the tank only has one point of entry and exit, per OSHA standards it requires a second manway. Will you please confirm the County will have this manway installed prior to the tank rehabilitation? This is a specialty item that requires a special welding certification due to it being a pressure tank.
Answer:
Per OSHA 1910.146, the hydro tanks meet the definition of a Permit Required Confined Space (PRCS). However, OSHA 1910.146 does not specify a minimum size or number of access ports for pressure water vessels. ASME BPVC.VII.1 recommends a minimum 12”x16” elliptical or 16” circular manhole. Putnam County does not intend to modify the existing access portal or to install an additional portal as part of this project.
2. Question:
Can the county change #13 to have the Bac-T testing be the responsibility of the owner?
Answer:
The contractor needs to be responsible for Bac-T testing to avoid coordination and access issues.
