About this file
This is a seller checklist for public works bid submissions issued by the City of Philadelphia through the PHLContracts platform for Bid 2479. The checklist outlines the comprehensive requirements for vendors interested in submitting bids on public works contracts, including mandatory steps across multiple submission tabs: the General Tab, Items Tab, Questions Tab, Terms & Conditions Tab, Attachments Tab, and Summary Tab. Bidders must acknowledge all amendments to related prequalification and bid documents, confirm receipt of bid processing instructions, and attest to compliance with all bid requirements. The submission process requires vendors to enter item costs, download all relevant attachments from the platform, accept terms and conditions without exceptions, and complete a final review of all documentation before formal submission through the PHLContracts portal.
Critical submission requirements include payment of a $400 bid processing fee, which must be submitted electronically via the City of Philadelphia's official payment website by the end of the business day prior to the bid opening date. Vendors must provide executed Consent & Authorization forms, scan and submit bid bonds and powers of attorney, complete unit price worksheets where applicable, attach performance of work documentation, and submit executed Project Labor Agreements if required for the specific contract. Original bid bonds must be mailed to the Philadelphia Procurement Department at 1401 JFK Boulevard, Suite 120, with postmark dates on or before the bid opening date. All documents are mandatory submissions, and failure to provide any required documentation will result in bid disqualification. Bidders must verify they are operating in the Seller role rather than Seller Admin role to ensure proper system access and submission capability.
