About this file
This is a Seller Quote Checklist for Public Works Bids issued by the City of Philadelphia for Bid 2454, which concerns the Filtered Water Storage Basins Betterment project at Baxter Water Treatment Plant. The checklist provides step-by-step guidance for vendors submitting bids through the PHLContracts portal, requiring completion of multiple tabs including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Bidders must confirm receipt of any amendments issued on related prequalification and bid documents, affirm review of the seller quote checklist requirements, and answer all mandatory questions regarding compliance and fee payment. The project is estimated to exceed $5,000,000 and requires submission of various supporting documentation including executed Consent & Authorization forms, bid bonds with Power of Attorney, and completed worksheets such as Unit Prices and Performance of Work by Contractor documents.
The bid processing fee of $600 must be submitted electronically through the City of Philadelphia's payment portal prior to the bid opening date, with payment accepted only through the Official Payments website designated for this purpose. Bidders must upload the receipt of payment along with all required attachments to the PHLContracts portal. All documents listed in the checklist are mandatory requirements for bid submission; failure to submit any required document will result in disqualification. The checklist emphasizes that exceptions are not permitted on public works contracts and that bidders must accept the terms and conditions without modification. Vendors must maintain the correct "Seller" role rather than "Seller Admin" role throughout the submission process and utilize the "Save & Continue" function on every tab to ensure proper validation and successful quote submission.
