About this file
This document is a clarification response for BID 2026-73, the Red Soils Campus Sidewalk Replacement Project in Oregon, issued on September 30, 2026. The project encompasses sidewalk replacement work including broom sidewalks, traffic-rated thickened sidewalk sections, stamped terraces, ramps, and curb/gutter installation. The clarification document addresses six key questions submitted by interested bidders regarding reinforcement specifications, joint dowels, liquidated damages, wheel stops, stamped concrete color, and geotextile requirements. Responses confirm that continuous #4 rebar with 18-inch grid spacing is required only for terrace and traffic-rated sections, no dowels are required for sidewalk joints, and wheel stops apply only if the contractor removes or relocates existing stops for access purposes.
Additional clarifications specify that stamped concrete shall be natural grey with no integral color added, subject to a required 44 mock-up, and geotextile is required only as directed in the field for non-compacted or soft areas on an incidental basis. The project contains no liquidated damages provision, with the related contract form showing a blank amount per calendar day. These clarifications are provided for interpretation purposes and do not alter or amend the original bid as published.

INVITATION TO BID #2026-73
Red Soils Campus Sidewalk Replacement Project (“BID”)
RESPONSE TO CLARIFYING QUESTIONS #1
September 30, 2026
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Reinforcement (Spec 32 1313 §2.2). Section 2.2 states reinforcement shall be per the details shown on the plans. The plan sheets in the bid package do not show a rebar schedule, bar size, or spacing. B-11 Project Information lists “rebar installation” in the work narrative. Please confirm the required reinforcement for broom sidewalks, traffic-rated thickened sidewalk (callout 302A), stamped terrace, ramps, and curb/gutter — or confirm that no reinforcement is required if none is shown.
Answer: Please provide and install continuous #4 bar, 18” grid for both the terrace and traffic rated sections only.
2. Sidewalk joint dowels. Please confirm whether construction / expansion / isolation joint dowels are required for the sidewalk and stamped work (size, length, spacing, locations).
Spec 32 1313 §2.3 dowels (¾″ Ø × 10″ min galvanized) appear to apply only to wheel stops, not sidewalk joints.
Answer: No dowels required.
3. Liquidated damages. Contract Form §6.1 shows “$____ per Calendar day” with the amount blank. Please confirm the LD rate that will apply, by Addendum if needed.
Answer: There are no Liquidated Damages for this project.
4. Wheel stops. Spec 32 1313 includes wheel stop product and submittal requirements. The drawings appear silent on wheel stop locations/quantities. Please confirm whether wheel stops are included in this contract or N/A.
Answer: Only applies if contractor removes or moves existing wheel stops for access, otherwise not applicable.
5. Stamped concrete color. Spec 03 3600 / related paving language references pigments (ASTM C979). Please confirm whether integral color is required for the stamped Ashlar terrace, or natural gray concrete with release only, subject to the required 4×4 mock-up.
Answer: Natural grey, no color shall be added.
6. Geotextile. Please confirm whether geotextile is required only at soft spots directed in the field, or as a blanket under sidewalk / stamped areas, and the basis of quantity if blanket.
Answer: Only as directed in the field for non-compacted or soft areas, incidental.
