Summary: Fire Station #1 HVAC Removal & Replacement Bid Package

This comprehensive specification document outlines the requirements for the City of Bloomington, Illinois' Bid #2026-37 for Fire Station #1 HVAC Removal & Replacement project. The project encompasses selective demolition, HVAC system modifications, roofing work, and associated building components including gypsum board, acoustical ceilings, interior painting, ductwork, piping systems, electrical work, and equipment installation. The sealed bid submission deadline is Tuesday, April 7, 2026, at 10:00 a.m. CST via the City's e-Procurement Portal (OpenGov). The specifications detail extensive technical requirements across 23 Division sections covering mechanical, electrical, and general construction work, with particular emphasis on variable-refrigerant-flow (VRF) HVAC systems, refrigerant piping, ductwork, equipment supports, controls, and testing and balancing procedures. The project requires coordination among multiple trades, field verification of equipment locations, and adherence to applicable codes including the National Electrical Code (NFPA 70), ASHRAE standards, and local prevailing wage requirements.

The City of Bloomington has adopted a Project Labor Agreement (PLA) requirement for all public works projects exceeding $50,000 in expenditure of public funds, contingent upon the determination that such agreement advances the City's interests in cost, efficiency, quality, safety, timeliness, skilled labor force stability, and minority- and female-owned business participation. The economic standards established by the Illinois Prevailing Wage Act shall govern PLA terms, and no union membership or fair share payment requirements may be imposed on contractor employees. The specifications mandate comprehensive submittals including product data, shop drawings, coordination drawings, quality assurance certifications, and operation and maintenance documentation. Contractor responsibilities include obtaining all necessary permits and licenses, providing warranty coverage (minimum one year from substantial completion with extended warranties on VRF equipment compressors up to ten years), and performing all field testing, startup services, and owner training for mechanical systems. Payment for any damage to the roof system or coating resulting from mechanical contractor operations shall be the responsibility of the mechanical contractor and coordinated with certified roofer services per warranty guidelines.

3. Maintain temporary protection and leave in place until replacement roofing has been completed. Remove temporary protection on completion of reroofing.

B. Coordinate with Owner to shut down air-intake equipment in the vicinity of the Work. Cover air-intake louvers before proceeding with reroofing work that could affect indoor air quality or activate smoke detectors in the ductwork.

C. During removal operations, have sufficient and suitable materials on-site to facilitate rapid installation of temporary protection in the event of unexpected rain.

D. Maintain roof drains in functioning condition to ensure roof drainage at end of each workday.

Prevent debris from entering or blocking roof drains and conductors. Use roof-drain plugs specifically designed for this purpose. Remove roof-drain plugs at end of each workday, when no work is taking place, or when rain is forecast.

1. If roof drains are temporarily blocked or unserviceable due to roofing system removal or partial installation of new membrane roofing system, provide alternative drainage method to remove water and eliminate ponding. Do not permit water to enter into or under existing membrane roofing system components that are to remain.

C. Install panels with face side out. Butt panels together for a light contact at edges and ends with not more than 1/16 inch of open space between panels. Do not force into place.

D. Locate edge and end joints over supports, except in ceiling applications where intermediate supports or gypsum board back-blocking is provided behind end joints. Do not place tapered edges against cut edges or ends. Stagger vertical joints on opposite sides of partitions. Do not make joints other than control joints at corners of framed openings.
