About this file
This document is a Response to Clarifying Questions #3 for Invitation to Bid #2025-29, issued by Clackamas County for the Three Creeks Floodplain Enhancement Project. The document addresses a specific bidder's inquiry regarding mulch specifications, clarifying that bark mulch will be used for permanent mulched access paths, while wood chip mulch will be used for temporary access paths and landscaping. The county references standard ODOT specifications for bark mulch, defining it as ground, shredded, or broken particles from fir, pine, or hemlock tree bark that is free of debris, harmful bacteria, disease spores, pests, and substances toxic to plant growth.
The clarification document indicates that the bark mulch depth is specified on plan sheet EC2, and the material should meet the standard trade size known as "medium fine mulch". This response is part of the bidding process and is explicitly noted as being for clarification purposes only, without altering or amending the original bid documents. The document provides technical guidance to potential bidders about the specific mulch requirements for the Three Creeks Floodplain Enhancement Project, helping to ensure precise understanding of the project's landscaping specifications.

Three Creeks Floodplain Enhancement Project
(“BID”)
RESPONSE TO CLARIFYING QUESTIONS #3
April 28, 2025
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Detail #4/L9 shows a mulch ring along with the other details calling out mulch and say see specifications. Where is the bark mulch in the specifications? I am trying to figure out everywhere the bark mulch will go and to what depth.
Answer: The plans call for bark mulch to be used for permanent mulched access paths.
Wood chip mulch will be used for temporary access paths and landscaping.
Bark mulch depth is not specified in the specs, but is specified on the plan sheets on sheet
EC2.
Since bark mulch is a standard ODOT bid item, we didn’t add any specific language to our specs. The material mix is described in section 01040.20 (a).
“1040.20 (a) Bark Mulch - Ground, shredded or broken particles from the bark of fir, pine or hemlock trees which is free of non-bark debris, harmful bacteria, disease spores, pests and substances toxic to plant growth. Provide mulch that is the standard trade size known as "medium fine mulch".
