About this file

This is a Notice of Sole Source Procurement issued by the City of Portland, Oregon, for residual hauling services. The procurement is for Residuals Hauling Services to be provided by Sutton Trucking LLC. The service involves the hauling of biosolids from the Columbia Boulevard Wastewater Treatment Plant (CBWTP). This is a stop-gap sole source procurement with an estimated term of 90 days or until a new price agreement is awarded through RFP #00002388, whichever occurs first. The notice was posted on September 25, 2024, and shall remain posted for a minimum of seven calendar days prior to contract award. The existing Price Agreement No. 31001556 expires on September 30, 2024, and there is insufficient time to solicit and train another contractor before the expiration date.

The estimated contract value is $800,000.00 for the three-month period. The justification for sole source procurement is based on the specialized nature of biosolids hauling and the requirement that the contractor possess knowledge of CBWTP processes. Timely removal of biosolids material is critical to maintain microbiological health at the facility and avoid regulatory fines from the U.S. Environmental Protection Agency and Oregon Department of Environmental Quality. Any firm adversely affected by the award of this contract has seven days from the issuance of this notice to file a written protest with the Chief Procurement Officer, which must include detailed legal and factual grounds, supporting documentation, description of harm, and relief requested. Questions regarding this procurement should be directed to Procurement Specialist Christina Hollen-Morey at 503-201-3823 or Christina.Hollen-Morey@portlandoregon.gov.

NOTICE OF SOLE SOURCE PROCUREMENT

The following Sole Source Procurement is hereby published in accordance with Portland City Code 5.33.120.C and ordinance 191860. This notice was posted on September 25, 2024, and shall remain posted for a minimum of seven (7) calendar days prior to contract award.

Procurement Description:

Environmental Protection Agency and Oregon Department of Environmental Quality).

There is insufficient time to solicit another contractor and train them before Price Agreement No. 31001556 expires on September 30, 2024, and a new Price Agreement resulting from RFP# 00002388 will not be executed before September 30, 2024.

It is estimated that services provided under this stop-gap sole source request WILL BE required for 90 days, or until a new price agreement is awarded through RFP # 00002388.
