About this file

This is a bid request document issued by the Maine Department of Transportation Office of Passenger & Multimodal Planning for the purchase of two 16-capacity bicycle tagalong trailers. The trailers must be new 2007 or 2008 model year units, with deliveries expected within three months of purchase order placement. The bidding process requires vendors to complete and submit a general specification form signed by an authorized representative, respond in writing to all detailed specification sections, and note any exceptions or additions to the specifications. Terry L. DeMerchant, Procurement and Contracting Manager, serves as the sole point of contact for inquiries at 207-624-7876 or terry.l.demerchant@maine.gov. The state reserves the right to accept or reject any bids, consider approved equals, order more or fewer units as needed until the end of the model year cutoff date, and award based on best value.

Key specifications include bike racks capable of handling 16 bicycles with loading from both sides, maximum deck width of 76 inches and minimum length of 180 inches, LED lights with brake and tail functions, independent suspension axles with easy lubrication, low-profile tires with spare tire and wheel included, wheeled tongue jack with minimum 800-pound capacity, and a frame of heavy-duty steel with powder coat and corrosion-resistant finish. All bids must include warranty terms, shipping and delivery to Downeast Transportation Inc. in Ellsworth, Maine, and a proposal for parts and service availability with 95 percent availability within 48 hours. Bidders may indicate willingness to accept orders from other state political subdivisions and school administrative districts at quoted prices. The state specifically prioritizes products manufactured without mercury content and requires vendors to maintain parts inventory in Maine or provide parts availability within 48 hours of request.
