About this file
The document is a set of Special Provisions for the Bethel Temple Well (W-21) Rehabilitation Project, issued by the Sacramento County Water Agency's Department of Water Resources. The project involves rehabilitating a well located north of 2 Cadillac Drive in Sacramento, California, with a total well depth of 375 feet. The work includes comprehensive well rehabilitation services such as downhole video surveys, gyroscopic surveys, inspection and potential repair/replacement of well components, air shocking, brushing, swabbing, airlifting, and bailing. The project is structured with 12 specific bid items covering various aspects of well rehabilitation, including video inspections, component assessments, and potential repairs to spiders, water lube bearings, line shaft, column pipe, and the pump itself. The contract has a 30 working day completion timeframe and includes liquidated damages of $1,200 per calendar day for delays.
The bid process is conducted entirely through the Agency's eProcurement system, with electronic bid submissions and unsealing. Bidders are required to comply with COVID-19 guidelines from the California Department of Industrial Relations and CDC, and must submit a safety plan prior to commencing work. An allowance is included for unanticipated site conditions, to be used at the Project Engineer's discretion. The current pump is a Goulds 12CMC with a 1,000 GPM capacity at 244 Total Dynamic Head (TDH). Discharged water must meet SCWA's discharge permit requirements, specifically maintaining turbidity less than 100 NTUs. Disinfection, flushing, and bacteria testing post-repairs will be conducted by SCWA. The contract emphasizes protection of existing improvements and requires comprehensive documentation and reporting throughout the rehabilitation process.
