The Government intends to award a single purchase order to the responsible Offeror whose proposal represents the best value to the Government. The basis for award will be best value in accordance with FAR 13. Offerors are cautioned that the award may not necessarily be made to the lowest priced proposal.
Evaluations will be based solely on the information included in the quotation. Therefore, the Offerors initial quotation should contain the Offerors best terms. After receipt of quotations, the Government will conduct an evaluation. However, during the evaluation process, the Government may, solely at its discretion, communicate with Offerors regarding proposal elements. At any time prior to selection, including upon receipt of quotations, the Government may exclude a quotation from further consideration for any material failure to follow instructions, including the omission of required information. FEMA may negotiate and request revised quotes from only the apparent successful vendor or those that are determined to be only the highest rated. This does not constitute a competitive range in accordance with FAR 15.306(c) as this procurement is being conducted in accordance with FAR Part 13.
The Government will evaluate Offeror’s proposal submissions based on the following evaluation factors, listed in descending order of importance:
• Factor 1 – Technical Approach/Capability and Prior Relevant Experience
• Factor 2 – Management Approach including Capability of Proposed Key Personnel
• Factor 3 – Past Performance
• Factor 4 – Price
When combined technical factors 1-3 are equal in weight to price.
Factor One: Technical Approach/Capability and Prior Relevant Experience The quotation must demonstrate the offerors capability of meeting all of the requirements in the Statement of Objective (SOO). Additionally; the Government will evaluate offerors quotes based on recent and relevant experience of projects of the same size. Offerors may provide up to three (3) recent examples of demonstrated prior experience. Recent is considered to be within the last five (5) years, and relevant is considered to be of similar scope and complexity as outlined in the SOO. It is desired but not mandatory that one of the three (3) examples of demonstrated prior experience be prior experience at FEMA or another DHS component.
Factor Two: Management Approach including Capability of Proposed Key Personnel Quotes shall include a detailed management plan to include general staff and key personnel.
Factor Three: Past Performance In evaluating past performance, the Government will consider information obtained from past and present customers. By past performance, the Government means the Offeror’s record of conformity to specifications and to standards of quality of service, timeliness of performance, business relations, compliance with safety and security requirements, and contractual considerations, all of which are questions identified on the Past Performance. The Government will also consider past performance information in CPARs and PIPPRs.
