EVALUATION FACTORS
RFP BEP-RFQ-16-0740
Basis of the Source Selection: Any award from this combined synopsis solicitation will be made based on Lowest Price Technically Acceptable (LPTA) evaluation factors, with appropriate consideration given to the three evaluation factors: Technical Approach, Past Performance and Price. Award will be made to the acceptable offeror with the lowest evaluated price, which is deemed responsible in accordance with the Federal Acquisition Regulation and whose quote conforms to the solicitation requirements. The solicitation requirements include all stated terms, conditions, representation and certifications, and other information required by this solicitation. The Government reserves the right to award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint.
Evaluation of Offers:
1. Proposals shall be evaluated in accordance with the evaluation factors identified below. No other factors shall be used.
2. Source selection procedures: The Government will award a FFP type contract resulting from this RFQ to the responsible offeror whose proposal is determined to be technically acceptable, and has the lowest evaluated price. Proposals will be evaluated in accordance with Lowest Price Technically Acceptable Source Selection Process.
• Technically Acceptable - Proposal clearly meets the minimum requirements of the solicitation.
• Technically Unacceptable - Proposal does not meet the minimum requirements of the solicitation.
Of the proposals rated Technically Acceptable, award will be made to the offeror with the lowest total proposed price that is both fair and reasonable. The Government intends to evaluate offers and award a contract without discussion with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if it is later determined by the Contracting Officer to be necessary.
The following factors shall be used to evaluate offers:
Factor 1 – Past Performance - The offeror should identify other federal government contracts, and should describe the past experience of their company in providing similar support services as specified in this solicitation within the past three (3) years. If the contractor has not held three (3) previous federal government contracts of this nature, then they may list state and local contracts, or comparable private experience.
The absence of past performance data will be rated neither favorably nor unfavorably, and will be rated as “acceptable”.
Factor 2 – Price – The offeror shall complete a Firm-Fixed Price proposal for completion of the work associated with uniform dry-cleaning.
