1. Description of agreement.
The contractor shall provide all labor, travel, materials and the necessary equipment to install and replace de-ionization (D/I) tanks and filters at the Bureau of Engraving and Printing as specified in this statement of work. Deionization tanks will convert city water into the deionized water necessary to support the Bureau's plating process and the EDM line. The vendor shall be responsible for installing the initial tanks and hose systems. The vendor shall provide filters, cation, anion, mixed bed, and carbon tanks to Room D200 to support its nickel plating operations. The vendor shall also provide filters, carbon, mixed bed and non-regenerative mixed bed tanks for the Electronic Discharge Machine line (Room D100) and 20 inch 5 Micron filter, activated carbon, mixed be D/I worker, mixed bed D/I polisher for Miscellaneous Security Printing room B-300-M support the manufacture of surface pieces. The Government will host an onsite visit to allow prospective vendors an opportunity to view the spaces in D100, D200 and B-300-M to aid in planning for installation.
2. Extent of obligation. The Government is obligated only to the extent of authorized purchases actually ma de under the BPA. This agreement may be terminated upon 30 days written notice by either party.
4. Purchase limitation. The dollar limit for each call shall be $6,000.00.
5. Period of Performance January 15, 2016 through January 14, 2021.
6. Individuals authorized to purchase under the BPA. The contracting officer will provide the contractor a list of individuals authorized to place orders under this agreement.
7. Delivery tickets. All shipments under the agreement, except those for newspapers, magazines, or other periodi cals, shall be accompanied by delivery tickets or sales slips that shall contain the following minimum information:
i. Name of supplier.
ii. BPA number.
iii. Date of purchase.
iv. Purchase number.
v. Itemized list of supplies or services furnished.
vi. Quantity, unit price, and extension of each item, less applicable discounts (unit prices and extensions need not be shown when incompatible with the use of automated sys-terms, provided that the invoice is itemized to show this information).
vii. Date of delivery or shipment.
8. Invoices. A summary invoice shall be submitted at least monthly or upon expiration of this BPA, whichever occ urs first, for all deliveries made during a billing period, identifying the delivery tickets covered therein, stating their total dollar value, and supported by receipt copies of the delivery tickets.

SECTION I: Introduction
The Bureau of Engraving & Printing, Office of Engraving, Division of Plate Manufacturing and Miscellaneous Security Printing is in need of De-ionized Tank and Filter exchange service for Water Purification System utilized for the Plating Nickeling and Plate Making Operations in sections D200, the Electrical Discharge Machine (EDM) line located in D100 and B-300-M.

Scope of the Product, Service, or Outcome:

The amount of deionized tanks needed varies per month. For planning purposes, historically the Government used approximately 5,000 gallons before an exchange was needed. The Government shall contact the vendor when it requires an exchange and schedule a delivery. The vendor shall be responsible for contacting the Loading Dock 24 hours in advance of the scheduled delivery to arrange access to the facility.
SECTION IV: Background
The Bureau of Engraving and Printing provide several types of high quality print products of which the primary is United States Currency. This requirement supports the creation of Plate Making through a electrolytic plating process.
SECTION V: Technical Requirements/Tasks/Outcomes
1. Install initial tanks and hose systems.
2. Exchange Filter elements(cartridges) each visit. Filters should be 20 inch, 5 microns.
3. Exchange Activated Carbon Tanks twice (2) a year. Carbon tanks should be one (1) cubic ft. at minimum and not to exceed two (2) cubic ft.
4. Exchange anion tanks as needed. Anion tanks should be one (1) cubic ft. at minimum and not to exceed two (2) cubic ft.
5. Exchange cation tanks as needed. Cation tanks should be one (1) cubic ft. at minimum and not to exceed two (2) cubic ft.
6. Exchange mixed bed tanks as needed. Mixed bed tanks should be one (1) cubic ft. at minimum and not to exceed two (2) cubic ft.
7. Exchange non-regenerative mixed bed tanks as needed. Non-regenerative tanks should be three (3) cubic ft. at minimum and not to exceed four (4) cubic ft.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(b) Performance of work under this contract is subject to the technical direction of the COR identified above, or a representative designated in writing. The term "technical direction" includes, without limitation, direction to the contractor that directs or redirects the labor effort, shifts the work between work areas or locations, and/or fills in details and otherwise serves to ensure that tasks outlined in the work statement are accomplished satisfactorily.
(c) Technical direction must be within the scope of the contract specification(s)/work statement. The COR does not have authority to issue technical direction that:
(1) Constitutes a change of assignment or additional work outside the contract specification(s)/work statement;
(2) Constitutes a change as defined in the clause entitled "Changes";
(3) In any manner causes an increase or decrease in the contract price, or the time required for contract performance;

If, in the opinion of the Contractor, any direction of the COR or the designated representative falls within the limitations of (c) above, the Contractor shall immediately notify the Contracting Officer no later than the beginning of the next Government work day.

1052.210-70 DTAR 1052.210-70 Contractor Publicity (APR 2015) The Contractor, or any entity or representative acting on behalf of the Contractor, shall not refer to the supplies or services furnished pursuant to the provisions of this contract in any news release or commercial advertising, or in connection with any news release or commercial advertising, without first obtaining explicit written consent to do so from the Contracting Officer.
Should any reference to such supplies or services appear in any news release or commercial advertising issued by or on behalf of the Contractor without the required consent, the Government shall consider institution of all remedies available under applicable law, including 31 U.S.C. 333, and this contract. Further, any violation of this clause may be considered as part of the evaluation of past performance.

"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate-
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;

"Service-disabled veteran-owned small business concern"-
