BEP‐RFP‐16‐0424

Questions and Answers

RFP

Section Paragraph Page Question or Issue Answer or Resolution

SF‐33 9 1 The due date of May 12 leaves offerors with little time to respond to any changes that may occur as a result of requests for clarification submitted on or before May 4. Given the shortness of that interval and the complexity of the SOW requirements, we request that the Government extend the proposal due date by no less than two weeks.

An amendment to the RFP was issued. The response to the RFP period for has been extended to N.L.T 12:00 pm EST June 2, B.1 Base Period Option Period

It is clear from RFP Section F.6, Deliverables and Delivery Schedule, that the Base Period and Option Period will extend across multiple years. The pricing matrices for Base Period and Option Period in RFP Section B.1 are similarly undefined with respect to calendar years.

For the sake of pricing the NTE (not‐to‐exceed) pricing elements in the two tables, may offerors assume these amounts are for 12‐month periods following contract award? Please clarify.

Yes

C.5.1.A 5th bullet 5 The requirement states “Maintain alignment of pile edges within +/‐ 0.25 mm (0.010 inch).”

Is the Bureau requiring the operator to stack the pile to an accuracy of +/‐ 0.25mm or is this reference referring to the accuracy of sheets fed from the pile to the feed board?

This refers to the repeatability of the sheets fed from the stacked pile to the feed board. The feeder shall auto adjust the pile to align the sheets to minimize spoilage, maintain registration and throughput requirements. This system shall operate without degrading the vertical alignment of the sheet stack.

C.5.1.A 6th bullet 5 The text states: “A transparent optical window or clear viewing area shall exist along the feed board to enable the future scanning of informational printing along the edge of the sheets.

Please provide clarification of the information that will be placed along the edge of the sheet. The requirement is for a transparent window on the operator side of the feed board, but if the information is applied to only one side of the sheet, then when the press is printing the reverse side of the sheet, the sheet information will exist on the gear side of the press. Is it acceptable to only scan this information when this information exists on the operator side of the sheet?

Additionally, please provide further details on the scanning equipment that the Bureau is planning to install on the press so that bidders can ensure accurate fitting on the feed board.

The BEP desires individual sheet tracking via bar coding in the future. It is anticipated that each sheets would be barcoded in the Front margin on the Side Guide side of the sheet. The BEP seeks a system that would allow a viewing area of 0.5 in. (12.7

mm) x 1.0 in. (25.4 mm) for printing/reading of the barcode at the in‐feed and confirmation of the delivered sheets at each delivery pile for each press regardless of if it is a Back or Face press.

C.5.1.G Final bullet 12 The text states: “A transparent optical window or clear viewing area shall exist at each delivery pile to enable the future scanning of informational printing along the edge of the sheets.”

As referenced in the question above, please provide additional information regarding how this informational printing is applied to the sheet. If it exists on only one face of the paper, does the scanner only need to operate when the information is available on the operator side of the press?

Additionally, please provide further details on the scanning equipment that the Bureau is planning to install on the press so that bidders can ensure accurate fitting on the feed board.

L.22 3 55 The instructions refer to page limitations of 50 double‐sided pages for Volume 1 and 10 double‐sided pages for Volume 2.

Please verify that this limitation refers solely to the physical number of pages and that the number of text pages can be 100 for the technical volume and 20 for the past performance volume as long as the submitted volumes are printed on both sides of each physical page.

Clarifications are as follows:

Volume I, total 100 pages (i.e., 50 double‐sided pages)

Volume II, total 20 pages (i.e., 10 double‐sided pages)

L.23 3 55 Please verify that the Cross‐Reference Matrix will not be included in the page limitation for each volume.

Cross‐reference matrix is not included in the page limitation

L.23 3 55 Please verify that there is no requirement for a Cross‐Reference Matrix for Volume II.

Cross‐reference matrix is not included in the page limitation.

B.1 L.3

SOW

Base Period Subfactor 7 C.10.3

The instructions in Section B.1 state: “Offeror shall provide suggested parts list and price list.”

The instructions in L.3 and SOW Section C.10.3 do not explicitly indicate spare parts lists are to be incorporated in the technical volume.

If required in the technical volume, please clarify that such a list (without pricing) can be provided as an attachment and will not count against the page limitation.

Offeror shall provide suggested parts list and price list as part of Volume III, Factor 3, Cost/Price.
