Contractor Security Agreement for Ink Drawdown Sample Reference: Solicitation BEP-RFP-13-0203

Office of Security
CONTRACTOR SECURITY AGREEMENT
Your agreement to develop a product for the United States Government requires the utilization of sensitive Bureau of Engraving and Printing (BEP) materials, i.e., drawdown of Offset, Metallic, and IR-Transparent inks. Prior to receipt of the ink drawdown, [name of company], clearly understands and agrees that:
1. These inks are considered security materials. The drawdown of these inks is, and remains, the property of the United States Government.
2. The drawdown shall not be released outside your facility without prior notification and approval of the Office of Security, Bureau of Engraving and Printing.
3. The addressee on the Schedule of Delivery (receipt form), which will accompany the drawdown, will be the official whom the Bureau of Engraving and Printing considers the accountable official for this item while in the possession of your firm. This responsibility shall not be further delegated.
4. Any damage, loss, or theft of the drawdown shall be immediately reported to the Product Security Branch, Office of Security, Bureau of Engraving and Printing, days (202) 874- 3649 or evenings (202) 874-7400.
5. Upon the solicitation closing date, the drawdown shall be returned to the Bureau of Engraving and Printing via registered U.S. Mail (to the attention of the Office of Security at the address listed in Paragraph 6 below). The Product Security Branch, Office of Security, Bureau of Engraving and Printing, (202) 874-3649 or (202) 874-1741, shall approve any other means proposed for the shipment of the drawdown prior to delivery.
6. Upon receipt of the ink drawdowns, the accompanying Schedule of Delivery, copies "E" and "F" must be signed and returned to the Bureau of Engraving and Printing, Office of Security, Room 510-A, Product Security Branch, 14th and C Streets, SW, Washington, DC 20228.
