About this file

This document is a Justification for Sole Source Procurement from the South Carolina Department of Transportation (SCDOT) for Bentley Systems Incorporated. SCDOT proposes to procure a 2-year EPS365 Subscription for Bentley software products including OpenRoads Designer, MicroStation, Power GeoPak, LEAP Bridge, gINT, SignCAD, SignCAM, and Interplot, as well as the ProjectWise document management system. The total value of this procurement is $3,040,223.38. SCDOT also proposes to procure engineering services to support this software and OpenRoads Designer migration services to migrate from the SELECTseries 10 Power GEOPAK application. The services period is from 9/1/24 - 9/30/26.

SCDOT has used Bentley software since the late 1980s and states it would be expensive and take years to replace this software due to the purchase time of new software, programming changes, integration with mission-critical applications, and training the workforce. SCDOT continues to evaluate and use multiple CAD software platforms but states the Bentley software products are essential and that Bentley Systems is the sole manufacturer and provider of the required software and maintenance.

JUSTIFICATION FOR

SOLE SOURCE PROCUREMENT

Agency: South Carolina Department of Transportation (SCDOT)

Sole Source Vendor: Bentley Systems Incorporated

Based upon the following determination, Agency proposes to acquire the supplies, construction, information technology, and/or services described herein from the Vendor named above per S.C. Code Ann. §11-35-1560 and S.C. Regulation 19-445.2105, Sole Source Procurement.

Description of the Agency need that this procurement meets: SCDOT proposes to procure the annual renewal for a 2-year EPS365 Subscription period– Year 1:($1,224,800) Year 2: ($1,242,000) for all Bentley product licenses to include – OpenRoads Designer (ORD), MicroStation, Power GeoPak, LEAP Bridge, gINT, SignCAD, SignCAM, Interplot, and several other design products. The EPS365 subscription also includes ProjectWise, which was previously separated as the ProjectWise Graduation License. SCDOT proposes to procure the Engineer services to help support this software – Year 1 : ($259,245.96) Year 2:

($246,743.08). In addition, SCDOT proposes to extend our agreement for OpenRoads Designer Migration for workspace migration, implementation services – ($85,434.34) to migrate from the SELECTseries 10 Power GEOPAK application to Bentley’s OpenRoads Designer, the migration from gINT to OpenGround, and the implementation of OpenBridge Designer. The period covered for these services is from 9/1/24

– 9/30/26. The total value of this procurement is $3,040,223.38.

Description of market research Agency performed to determine the availability of products or services that would meet the Agency’s needs: SCDOT continues to perform market research to determine the availability of computer-aided design (CAD) software platforms and document management services for two and three-dimensional design and drafting. Over the years, in-house online market research has been conducted by SCDOT engineering to keep up-to-date on the latest developments and trends in CAD transportation software and file storage. In addition, through collaboration and information sharing with other DOT's CAD departments, engineering conferences, CAD vendors, engineering firms, consultants, and peers within the transportation field, SCDOT has a firm understanding of the best CAD transportation and document management software available on the market. Currently, our CAD products and services, which

SCDOT has used since the late 1980s for all engineering projects' preliminary engineering, survey, design, and construction phases, are the best fit for our agency. It would be expensive and take years to replace this software due to the purchase time of new software, programming changes, integration with mission-critical applications, and training our workforce. SCDOT continues to evaluate and use multiple CAD software platforms to ensure that SCDOT has options and flexibility as the industry changes and progresses.

Description of supplies, construction, information technology, and/or services Vendor will provide under the contract: SCDOT's engineers have used MicroStation and other Bentley software since the late 1980s for all engineering projects' preliminary engineering, survey, design, and construction phases. In addition, in 2007, the agency implemented ProjectWise as the agency's engineering document management system. It is used by over 45 state departments of transportation for engineering staff to centrally store, manage, and share design and construction files in-house and with consulting firms selected to perform work on construction and design projects. As a result, the Bentley software products are essential to creating, designing, managing, and storing electronic files produced for all engineering projects at SCDOT.

Detailed explanation why no other vendor’s supplies, construction, information technology, and/or services will meet the needs of the Agency: It would be expensive and take years to replace this software due to purchasing new software and converting engineering projects in production to new software, programming changes, integration with mission-critical applications, and workforce training. Furthermore, the software products and services are mutually dependent on one another. Therefore, failure to renew maintenance, workspace migration, and implementation services, and ProjectWise resident engineer services will negatively affect the agency: including the loss of software licensing and the ability to use any software products, no support, and software maintenance, and no software fixes, upgrades, or enhancements. In addition, we will no longer have a full-time onsite Resident Engineer to set up, install, manage and troubleshoot ProjectWise servers, develop customizations and updates.

Bentley Systems is the sole manufacturer and provider of software and maintenance, including the annual renewal of support, including updates and upgrades for all computer-aided design, engineering, manufacturing, content management, and publishing software used at SCDOT.
