About this file

This is a Statement of Work for the U.S. Army Installation Management Command (IMCOM) covering the procurement of Bentley Systems' Enterprise Public Sector 365 (EPS 365) Enterprise License Subscription (ELS). The Army has maintained this software subscription since 2008 to support CAD, BIM, GIS, and related engineering applications across Army-wide operations. The ELS provides unrestricted access to Bentley's complete application portfolio, software updates, 24/7/365 technical support from application experts, and includes a Bentley LEARN subscription offering unlimited live virtual training and on-demand training. The subscription covers 100 days of on-site training annually and applies to all Army organizations, Army National Guard, Reserves, soldiers, civilians, and embedded contractors working as government agents. Coverage excludes other government contractors unless written approval is obtained from both Bentley and the Army, and does not extend to project-specific contractors such as architect-engineer, design-build, or construction firms.

The performance period runs for a base year of 12 months from April 1, 2026 through March 31, 2027, with two optional 12-month extension years (April 1, 2027 through March 31, 2028, and April 1, 2028 through March 31, 2029). Required deliverables include one ELS subscription and 100 on-site training days, with optional items for 20 days of ELS Administrator services and 30 days of software optimization consulting. Invoicing shall be submitted monthly in PDF format by the 25th of the following month with customer acceptance required before payment authorization. Final invoices must include a signed Release of Claims statement and be submitted within 60 days of task completion. Contract administration will be performed by the USACE CAD/BIM Technology Center, with primary points of contact being Douglas V. Enfield (douglas.v.enfield.civ@army.mil) and Joshua M. Cavanaugh at CEHNC.
