Vendors must demonstrate nationwide service coverage capability, either through direct infrastructure or established subcontractor and partner networks, with particular emphasis on Ford Commercial Service Center-level maintenance and armor-specific repair coordination with Lenco.

Interested vendors must submit responses electronically to Candice Kesselman, Contracting Officer, at ckesselman@fbi.gov by Monday, June 1, 2026 at 10:00 a.m. Eastern Time. Routine and As-Necessary Maintenance Services for Lenco BearCat Armored Vehicles for the Federal Bureau of Investigation (FBI).

INTRODUCTION

Responses to this RFI may be used to formulate final requirements and/or to identify qualified vendors capable of meeting those requirements. The description below outlines preliminary requirements envisioned for the Bearcat Maintenance Services. The information gathered may be used to formulate acquisition strategies for competitive solicitations.

1. PURPOSE

The Federal Bureau of Investigation (FBI) is conducting market research to identify qualified vendors capable of providing routine, preventive, and as-needed maintenance and repair services for Lenco BearCat armored vehicles.

This RFI is issued solely for information and planning purposes. It does not constitute a solicitation, Request for Proposal (RFP), or a commitment by the Government to issue a future solicitation.

2. BACKGROUND

The FBI operates a fleet of Lenco BearCat armored vehicles across 56 FBI Field Offices, including outlier locations of San Juan, Puerto Rico; Anchorage, Alaska; and Honolulu, Hawaii. These locations present unique logistical and support challenges due to distance, limited local armored vehicle service capacity, and the availability of Ford Commercial

Service Centers. To maintain operational readiness, the FBI requires a vendor with demonstrated capability to perform:

• Routine scheduled maintenance

• Preventive maintenance inspections

• Unscheduled/emergency repairs

• Mechanical and electrical diagnostics

• OEM-approved parts replacement

• Armor-related repairs (as needed)

• Welding, fabrication, and structural repair (as needed)

• Towing or recovery support (as needed)

OEM-Recommended Maintenance Pathways

Lenco has advised the FBI of the following:

• Routine maintenance (oil changes, calibration, service, chassis-related repairs) should be performed by local Commercial Ford Dealers with Service Centers, as the Bearcat is built on a Ford F-550 chassis.

• Many standard Ford dealerships do not service F-550 vehicles; therefore, Ford Commercial Service Centers are required.

• Armor-specific repairs include ballistic glass, battering ram, armored components, specialized electronics that should be coordinated directly with Lenco.

• Lenco does not maintain a national list of tactical repair vendors due to fluctuating availability.

• Lenco will coordinate the provision of parts and identify the nearest tactical repair facility capable of performing the required work.

Nationwide Coverage Requirement

The FBI is specifically seeking vendors with true nationwide capability due to the need for services spanning all 56 Field Offices, including remote locations.

This includes the ability to:

• Support all U.S. states and territories, including San Juan, Anchorage, Alaska, and Honolulu, Hawaii.

• Provide or coordinate services in the areas with limited commercial heavy-duty vehicle infrastructure.

• Ensure timely response and repair capability regardless of geographic location

Vendors should clearly indicate whether they can support nationwide coverage, regional coverage, and limited geographic coverage.

3. SCOPE OF WORK (DRAFT)

The anticipated requirement may include, but is not limited to:
