The containers must meet specific technical requirements including gravity-based functionality with automatic lid opening and closing, two-wheeled design, one-finger unlatching capability, black color specification, and hinges and latches capable of withstanding over 1,000 pounds of force to resist animal intrusion. All pricing must include freight and delivery charges with units fully assembled and ready for deployment. Vendors must comply with E-Verify requirements, maintain Commercial General Liability insurance with $1,000,000 per occurrence and $2,000,000 general aggregate limits, and meet scrutinized companies certifications. Volusia County offers local business preferences with potential pricing adjustments available for qualified local vendors. Evaluation criteria include total cumulative value for years 1-3, delivery timeline compliance, past performance, and adherence to all technical specifications.
