Scope of Work Purpose:
The County is seeking qualified vendor(s) to supply an estimated two hundred (200) ninety-five (95) gallon roll-out bear-resistant solid waste containers, including all freight and delivery charges.
Container Requirements:
A. Containers must be fully compatible with automated waste collection trucks.
B. Must feature gravity-based functionality—the lid shall open automatically when the garbage truck tips and empties the container.
C. Containers must automatically latch when set back down on the curb or ground.
D. Hinges and latches must be sufficiently strong to prevent access by wildlife and withstand a minimum of one thousand (1,000) pounds of force.
E. Containers must be user-friendly, capable of being unlatched with one finger, and must audibly click when locked.
F. The lid and container must protect contents from rain and moisture.
G. Containers must be two-wheeled for ease of mobility.
H. Containers shall be black in color, with no artwork or markings required.
I. The County will consider two-point unlatching systems, provided the latch mechanism operates in accordance with these specifications.
J. The latch must be gravity-operated, opening automatically when tipped by the garbage truck without driver intervention.
K. The brand of collection trucks may vary over time; therefore, bear-resistant carts must be compatible with both standard rear-mounted dumping mechanisms and fully automated dumping mechanisms.
Delivery Requirements:
A. Orders shall be delivered within thirty (30) calendar days of issuance of a Purchase Order.
B. Delivery location:
Volusia County Landfill 1990 Tomoka Farms Road Port Orange, Florida 32128 C. There is no loading dock at the delivery site. County staff will unload pallets using a forklift.
D. Deliveries shall be accepted Monday through Friday, 8:00 AM to 4:00 PM.
E. Containers must be delivered fully assembled and ready for deployment, unless otherwise approved by the County.
Pricing:
A. The County anticipates issuing a Purchase Order annually for approximately two hundred (200) containers.
B. Pricing shall include all shipping, handling, and delivery fees.
C. Pricing shall be for a complete unit, including the container body, wheels, axle, lid, and locking mechanism.
D. Respondents must complete the pricing tables in their entirety.
E. The pricing table based on the 200-unit estimate will be used for evaluation purposes.
