About this file
This is a Request for Proposals (RFP) issued by the City of Pendleton, Oregon for the repair and restoration of the Beacon of the Sentinels sculpture and associated vertical tile installation. The project involves removing existing improperly installed and grouted brick tiles from the cement pavilion surrounding a bronze military monument and installing replacement tiles according to a pre-approved design. The scope of work encompasses documentation and preparation, photographic record-keeping (before, during, and after), site setup, equipment rental, and recommendations for future maintenance. Proposals are due by 2:00 p.m. local time on July 28, 2026, and should be submitted to Stephanie Huffman at stephanie.huffman@pendletonor.gov or by postal mail to the City of Pendleton, 500 SW Dorion Ave, Pendleton, OR 97801. The RFP does not specify mandatory site visit or bidder's conference dates.
Proposals must include itemized cost estimates addressing documentation, preparation, conservation treatments, equipment rental, and lodging or per diem if applicable, with labor, materials, and incidental expenses incorporated into quoted prices. The City encourages separate bids for tile replacement and stucco covering work. Qualified consultants should demonstrate relevant experience with similar projects, provide institutional client references, maintain general commercial liability insurance, and include resumes of key personnel and proof of past performance. The evaluation process prioritizes relevant experience, qualifications, understanding of the project approach, past performance references, cost value, and ability to meet the schedule; cost is a consideration but not the sole determining factor. All work must comply with applicable local, state, and federal regulations and recognized professional conservation standards. The City reserves the right to reject any or all proposals and select the submission that best serves its interests.
