About this file
This PowerPoint presentation provides a comprehensive overview of Business Development and Execution for the Oklahoma City Air Logistics Complex (OC-ALC), focusing on Public-Private Partnerships (PPPs) within the Air Force Materiel Command. The document details the strategic approach to PPPs, explaining them as voluntary, non-contractual collaborations between the Department of Defense and non-federal entities that leverage mutual expertise and resources to achieve shared goals. Key directives supporting PPPs include 10 U.S.C. 2474 and DoD Instructions, with the aim of maintaining industrial balance, enhancing warfighting capabilities, and promoting innovation.
The presentation highlights OC-ALC's current partnership landscape, revealing 9 industry partners with 17 implementation agreements, including collaborations with major aerospace and defense companies such as Pratt & Whitney, Boeing, Lockheed Martin, and Collins Aerospace. The PPP strategy focuses on creating a balanced approach between organic and commercial capabilities, with objectives to reduce cost of ownership, leverage private sector investment, and maintain a highly-skilled, diversified workforce. The document emphasizes the importance of characteristics like transparency, mutual trust, clear communication, and shared risk mitigation in successful partnerships.

PPP
Partnership It is a voluntary, non-contractual collaboration between the DoD and non-federal entities through which both parties leverage the expertise, resources and incentives of the other to achieve mutually agreed goals.
DoDI 4151.21 defines a Public-Private Partnership as “…a cooperative arrangement between an organic product support provider and one or more private sector entities to perform defense-related work, utilize DoD facilities and equipment, or both. Other government organizations, such as program offices, inventory control points, and sustainment commands, may be parties to such agreements.”
DoDD 5000.01 requires product support strategies to include the best use of public and private sector capabilities through government/industry partnering initiatives, in accordance with statutory requirements.
