This is not a request for a proposal. The intent of this pre-solicitation synopsis is to notify potential offerors of a Firm Fixed Price, non-personal contract for the lease of an Avian Radar, Unmanned Aerial Systems Detection System, Airfield Camera-Video System, Services and Support at Tyndall Air Force Base (AFB), Florida.

The contractor shall provide leased equipment and services to facilitate installation and support for an avian radar system, Unmanned Aerial System (UAS) detection system, and airfield camera/video system to support the 325 FW as defined in this Performance Work Statement (PWS). These operations include but are not limited to installation, maintenance, and required hardware/software upgrades as defined in this PWS. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officer’s representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.

The 325th Contracting Squadron intends to issue a formal solicitation on or about 18 August 2023 via SAM.gov (https://sam.gov/) under the solicitation number FA481923R0031. The solicitation will result in a firm-fixed priced contract with a period of performance of 30 September 2023 through 29 September 2028. This requirement is being solicited as a Total Small Business Set-Aside IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code 811210, Electronic and Precision Equipment Repair and Maintenance, applies to this acquisition. The size standard is $34 million. The contract award will be made based on Best Value trade Off (FAR 15.101-1) in accordance with commercial acquisition procedures in FAR 13.500(a). All instructions for submitting quotes will be provided in the solicitation.

The entire solicitation will be made available only on SAM.gov. Paper copies will not be available. Potential offerors are responsible for monitoring this site for the release of this document and subsequent amendments. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov. Registration may take up to three weeks to process. All responsible sources may submit an offer that shall be considered by this Agency. Interested contractors are encouraged to click the “Follow” icon at the top of the posting notice to receive updates concerning the solicitation. No Interested Vendor list will be made available to contractors.
