About this file

This is Addendum No. 2 to a bid solicitation issued by the Florida Department of Environmental Protection, Office of Resilience & Coastal Protection for the Quayside Dock Shoreline Stabilization project (DEP Bid No. BDC07-25/26). The addendum, dated November 7, 2025, addresses three clarifying questions regarding the dock and gangway design and must be signed and included with all bid submissions to Alisha Sadler, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Boulevard, MS #520, Tallahassee, Florida, 32399-3000. Failure to include the signed addendum may result in bid rejection.

The addendum clarifies three technical design issues: (1) the handrail connection between the fixed dock and gangway, which requires a 1-foot width difference to meet code requirements; (2) floating dock stability concerns related to approximately 650–800 pounds of offset loading from the gangway that creates torsional stress on pile guides; and (3) the transition plate and access area configuration to ensure ADA compliance and safety with a 5-foot wide float. For all three items, the department's responses designate the gangway and floating dock as contractor submittal items requiring shop drawing approval. The answers indicate that if a compensation float is required based on the contractor's submitted design for either the gangway or floating dock, this item must be included in the submittal. All other contract documents remain in full force and effect.

Signature of Contractor and Date

The following statements supersede & supplement the corresponding items in the specifications & drawings:

1. Question: Fixed Dock and Gangway Connection No section detail is provided for the joint between the fixed dock and the gangway.

By code, an inclined gangway must maintain continuous handrails within the level area, which requires the gangway to be narrower—allowing at least 6 in per side (1 ft total) for clearance between railings to avoid collision or hand entrapment.

Please clarify how the handrail connection will be handled and whether the width of either element will be adjusted to provide the required 1 ft difference.

Answer: Gangway is a submittal item in the project plans. Contractor to submit shop drawings for approval

2. Question: Floating Dock Stability The gangway transfers approximately 650–800 lb to the floating dock. Because this load is offset about 1 ft from the edge, it will create a torsional moment that tends to tilt the float and overstress the pile guides.

Please clarify how this unbalanced loading condition will be prevented, and whether the gangway landing will be centered on the float.

Answer: Floating dock and gangway are submittal items in the project plans. If a compensation float is required for the gangway or floating dock submitted by the Contractor, item is to be included in the submittal.

3. Question: Transition Plate and Access Area A transition plate (typically 4–5 ft long) is required and must include guardrails.

With only a 5 ft wide float and an off-center gangway, the remaining flat walk surface is less than 1 ft wide, which is not code-compliant nor safe.

Please clarify the intended transition-plate length and landing configuration ensuring safe, ADA-compliant access.

Answer: Floating dock and gangway are submittal items in the project plans. If a compensation float is required for the gangway or floating dock submitted by the Contractor, item is to be included in the submittal.

In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
