The contract involves a base period plus four-year option for recurring annual services covering intrusion detection systems (IDS) and access control systems (ACS) maintenance, repair, parts replacement, spare parts inventory management, and 24/7 alarm monitoring across five buildings at Dam Neck locations in Virginia Beach. Key deliverables include qualified and certified technician support, quarterly preventative maintenance with visit reports and checklists, 4-hour priority response to system problems, equipment repair and replacement with cost-effectiveness analysis, initial spare parts kits (10% for multi-unit components, 100% for single units), and monitoring services with notification protocols to NAS Oceana Dispatch within 15 minutes of intrusion detection events. The contractor must provide US citizen technicians for monitoring services and ensure all personnel obtain trustworthiness determinations. Specific equipment part numbers and quantities are detailed for each building location, including readers, power supplies, motion detectors, door locks, and control panels from manufacturers such as DMP and Innometriks. Responses should provide company information, capabilities, rough order of magnitude pricing, commerciality information, and feasibility feedback; however, no compensation will be provided for participation, and this notice does not constitute a binding commitment to issue a formal solicitation.
