About this file

This is a Request for Information (RFI) issued by Denver Public Schools (DPS) seeking innovative proposals from organizations, developers, nonprofits, and community groups to utilize district-owned real estate assets. The RFI (Bid Number BD25115) is focused on exploring community-focused uses for district properties, particularly five recently closed schools located in Denver. Proposals are due on Friday, June 27, 2025, at 10:00am MT via BidNet, with a questions deadline on Tuesday, May 27, 2025. The district is specifically interested in proposals that align with its core values and can improve student experiences, expand access to childcare or health services, or create partnerships that benefit the community.

The document emphasizes that DPS is only open to lease or partnership opportunities and will not consider proposals involving the sale of district assets. The RFI requires respondents to submit a comprehensive proposal including an organizational overview, concept proposal, community and student impact analysis, operational plan, financial framework, potential partnerships, and previous success stories. Submissions should consider the potential long-term need to potentially resume school use if demographic trends change. The district serves over 88,000 students, covers approximately 200 square miles, and operates around 250 buildings in the Denver Metro Area. Importantly, this RFI does not guarantee that a formal solicitation will be generated from the responses, and vendors are responsible for their own response expenses.

1. OBJECTIVE/PURPOSE:

Denver Public Schools (the District) is seeking information from qualified organizations, developers, nonprofits, community groups, and other stakeholders for innovative proposals to utilize District owned real estate assets. The purpose is to enhance student experiences and outcomes while contributing to the betterment of surrounding communities.

2. BACKGROUND:

The District is the largest school district in Colorado. It employs approximately 11,000 employees, and serves over 88,000 students. The District is unique in that the city, county and school district, as established by the state constitution, have the same geographical boundaries. The school district covers approximately 200 square miles. Established as a school district in 1902, Denver is one of the finest urban school districts in the nation. The District operates approximately – (4) ECE-K, (92) elementary schools, (18) ECE-8, (4) ECE-12, (34) middle schools, (12) 6-12, (44) high schools, (1) adult education center, and participates in the Rocky Mountain School of Expeditionary Learning. The District is housed in approximately 250 buildings, within the Denver Metro Area.

School communities have been given authority to make decisions on many issues affecting their local schools. Each school has a collaborative decision-making team consisting of parents, teachers, students (in the high schools), and business representatives who are elected yearly by their peers, and the school principal.

The Denver Public Schools are governed by a seven-member Board of Education. Members are publicly elected to four-year staggered terms. Five members of the School Board represent a geographic district of the city and two are at-large. Board members are responsible for setting policies for the overall operation of the District, as well as evaluating and hiring a superintendent to oversee the District’s daily operations.

The Superintendent is responsible to the Board of Education for carrying out District policy, administering the operation of the District and schools, supervising all District personnel and advising the Board of Education on all educational matters for the welfare and interest of the students.

3. SCOPE / VENDOR REQUIREMENTS:

Denver Public Schools is committed to the success of every student and recognizes that, in order to deliver on this commitment, the District must maximize the use of all of its available physical assets. The District owns various real estate assets, some of which are unutilized and present opportunities for redevelopment, adaptive reuse, or community programming. The District is only open to lease(s) or partnerships. Ideas that require sale of District assets will not be considered.

Schools that have closed in the last 5 years for which we do not have a permanent identified new use are:

● Schmitt Elementary - 1820 S Vallejo St, Denver, CO 80223

● Fairview Elementary - 2715 W 11th Ave, Denver, CO 80204

● Columbian Elementary - 2925 W. 40th Ave, Denver, CO 80211

● International Academy of Denver at Harrington - 2401 E 37th Ave, Denver, CO 80205

● Remington Elementary - 4735 Pecos St., Denver, CO 80211

We invite innovative proposals - aligned with DPS’ core values of Students First, Integrity, Equity, Collaboration, Accountability, and Fun - that explore how these or other District real estate assets can be leveraged to improve our Student, Adult, and Systems experiences. These could include:

● Improve educational outcomes and student well-being including before/after-school programs

● Expand access to childcare, health services, or other areas supportive to the DPS mission

● Any other areas aligned to the DPS mission including cultural enrichment and partnerships with local organizations to deliver benefit to our shared communities mailto:Purchasing@dpsk12.org

Financial Framework: Proposed funding sources, anticipated budget, and any expected contributions from DPS F. Partnerships: Other organizations or stakeholders involved G. Proposals will be submitted online through BidNet. In person submittals will not be accepted.

In the event that there is a CORA request the District asks that each Vendor include one (1) separate redacted version of their response. Be sure to clearly mark each response file as “Master” or “Redacted”. The District will not be responsible for evaluating the incorrect response if they are not clearly labeled.
