About this file
This document is a response to questions for a Massachusetts Department of Environmental Protection (MassDEP) solicitation, specifically for the Watershed Planning Program's procurement of specialized laboratory services. The solicitation (BD-26-1045-BWR00-BWR01-117581) aims to establish a Master Services Agreement (MSA) to pre-qualify firms for providing advanced analytical and biological laboratory services, including analysis of organic and inorganic compounds, pharmaceuticals, personal care products, and microbiological samples. MassDEP will evaluate and select individual firms based on their specific service capabilities, with bidders able to note potential sub-contractual arrangements, though only the primary bidding entity will be pre-qualified.
The procurement emphasizes supplier diversity, requiring bidders to commit to spending at least 1% of contract sales with diverse business enterprises, with evaluation criteria allocating 25% of points to diversity partnership plans. Minority-owned, women-owned, veteran-owned, and other certified diverse businesses are encouraged to participate, with preferential consideration for small Massachusetts-based businesses. The solicitation was posted on June 5, 2025, with a response deadline of July 31, 2025. While specific contract value is not detailed, the pre-qualification approach suggests multiple vendors may be selected for future task orders, with contractors required to complete mandatory forms including the Standard Contract Form, Electronic Funds Transfer Authorization, and provide comprehensive business references.

Responses to Questions COMMBUYS Posting: BD-26-1045-BWR00-BWR01-117581
1. Question: As some of the requested laboratory services are specialized, can the bidder form a team of laboratories to provide both the analytical and biological laboratory services listed in the request for response?
Response: Through this solicitation, MassDEP is seeking to establish a list of pre-qualified firms (referred to as “Contractors”) to provide MassDEP’s Watershed Planning Program with specialized analytical laboratory services (e.g., analysis of organic and inorganic compounds, pharmaceuticals and personal care products [PPCPs], and microbiological and bioindicator samples). Successful bidders may only be added to the Master Services Agreement (“MSA”) as a pre-qualified firm on an individual basis, and should address the specific category and types of services that they are qualified to provide in their response to this solicitation.
Bidders may note if they wish to provide other desired services through sub-contractual arrangements with other entities; however, bidders are advised that only a bidding entity may be pre-qualified to provide services, and that entity shall be solely responsible for providing services in the categories for which they are approved. MassDEP reserves the right, consistent with Article 9 of the Commonwealth Terms and Conditions, to review, and approve or reject, any proposed subcontracts for services under the resulting MSA.
