About this file

This is a clarification question responses document issued by the Massachusetts Registry of Motor Vehicles (RMV) for RFQ Bid #BD-25-1030-0P100-0P110-116436, a payment solutions project (PRF-84) that involves designated contractor services. The RFQ solicits responses for payment processing services with evaluation of multiple pricing options and contract terms. The document addresses 14 clarification questions submitted by prospective bidders on June 13, 2025, covering project scope, pricing structure, data migration requirements, and contractual terms. The contract includes an initial term plus three optional one-year extensions (Option Term 1) with pricing proposals required for fiscal years 2026 through 2030. Respondents may submit multiple cost responses and pricing proposals with clarification, and the RMV will provide detailed information regarding historical data migration requirements to the successful bidder following award.

Pricing for this project should be presented by transaction volume with applicable discounts, utilizing the RMV's historical transaction baseline of 3,123,862 payments totaling $326,249,803.30 from 2024 and assuming a 3% annual growth rate for subsequent years. The RFQ specifies that eCheck processing is out of scope, as the RMV currently utilizes FAST for eCheck services. Bidders must clarify their Worldpay certification status (Active, Inactive, or Other), explain change request management procedures during implementation and post-go-live phases, and detail their approach to managing historical data and transaction records. The pricing response should itemize all discounts and adjustments applied by fiscal year, with separate summary tables provided for each proposed cost option. Additional operational details regarding data migration scope will be furnished to the selected contractor post-award.

The title is “Clarified Cost Response Requested for First Option Term”. Does this mean the RMV would like all responses to focus on our proposed pricing option 1, and not provide the same for pricing option 2? In other words, are we correct to assume that “First Option Term” refers to our pricing option number 1? Or does it have another meaning?
Answer
This is referring to the possible Option Term 1 extension.

How does “Discounts. All discounts and adjustments applied to products or services offered. Example: Volume, transactions counts.” differ from “Cost per Transactions”? As per row 12 “Total Cost Per Year – Numbers 1- 6 Summed“, it looks like a total dollar cost should be provided. How should we do that? See questions below.
Answer
Show us all discounts that apply per fiscal year.

For rows 4, 7, 9, 10, and 11, is RMV looking for a pricing summary (e.g. 10 cents a transaction) or a total dollar cost?

0. If yes to total dollar cost, and we need to provide cost estimates based on transaction volume (such as “Discounts - All discounts and adjustments applied to products or services offered. Example: Volume, transactions counts.“) what should we assume as the starting FY 2026 volume? Should we use the RFQ supplied volume for 2024 of 3,123,862 payments for $326,249,803.30?

0. For all subsequent years (FY27, FY28 Option 1, FY29 Option 1; FY30 Option 1) what annual volume growth rate, if any, should we assume?

Answer
1. Describe how discounts apply by transaction, volume or payments.

1. Assume a 3% growth rate.

Is there any significance to the fact that for the cost table only some of the years (column headers) say “Option 1”? (FY26, FY27, FY28 Option 1, FY29 Option 1; FY30 Option 1). Do these represent the 3 optional 1-year extensions on PRF-84?

Where RMV uses the term “discount”, are they referring to a discount rate (a set processing fee based on dollars processed) or discounted rates based on different tiers of processing volume?
Answer

The clarification questions ask about eCheck pricing (row 7: Cost per Transactions), but the RFQ stated in Q&A that eChecks are “Out of scope for this RFQ. Currently, we use FAST for e-check processing.” Can RMV confirm that they want us to provide eCheck pricing?
Answer
eCheck is out of scope
