About this file

This is a Scope of Work Clarification document issued by Battle Creek Public Schools (BCPS) for Bid Package No. 8.870 regarding the installation of safety and security window film across twelve school facilities. The project requires the application of 3M Scotchshield Safety & Security Window Film to all exterior glazed surfaces at specified entry areas and non-entry windows across the following buildings: Battle Creek Central High School, Kellogg Prep High School, Northwestern Middle School, Springfield Middle School, Ann J. Kellogg, Dudley STEM School, Fremont International Academy, LaMora Park Elementary, Post-Franklin Elementary, Valley View Elementary, Verona Elementary, and Battle Creek Math/Science Center. The work scope includes surface preparation of all glazed openings, furnishing and installation of 8-mil film on entry area glass and 6-mil film on non-entry windows, application of BondKap trim pieces to frame surfaces, and final cleaning upon completion. The project must be completed by September 20, 2019, with a proposed schedule running from June 3, 2019 through September 20, 2019. Bidders are required to provide detailed cost breakdowns for each facility, including labor rates, equipment rates, and project delivery timelines.

The bidding structure requires contractors to submit a base bid proposal for each building using Ultra S600 (6-mil) film for all square footage of windows, with an alternate proposal based on Ultra S800 (8-mil) film also for all square footage. Unit costs must be provided on a per-square-foot basis for both film types, and contractors must include performance and payment bonds in their total bid submission. The district will recommend award based on the initial base bid costs and responsiveness of the low bidder, with alternate pricing to be applied on a building-by-building basis as determined by the district at the time of installation. All costs for overtime, weekend work, shift work, and any schedule adjustments are to be included in the base bid with no guarantee of continuous work. The clarification document emphasizes that contractors must coordinate with other trades, accommodate school district-established dates at no additional cost, and utilize weekends as makeup days for weather-related delays.

Battle Creek Public Schools: Secure Film for Facilities – Clarification #1

Project specific scope items

Given the quantities/sizes and overall count of windows make it difficult to quantify what is the extent of the entry areas and the balance of the building glass film required, we are making the following adjustment to your bid/scope:

1. Provide a BASE BID proposal for each building based on the Ultra S600 film. For all SF of all windows.

2. Provide an alternate proposal for each building based on the Ultra S800 film. For all SF of all windows.

3. Provide a SF cost for each of the S600 and S800 film applications.

See attached, revised SOW breakdowns.

The district will provide an award recommendation based on the initial base bid costs, scope and responsiveness of the low bidder. The alternate pricing will be utilized on a building-by-building basis related to the scope TBD by the district at the time of installation. We will work through this during submittals.
