About this file
This is a bid package clarification document for Battle Creek Public Schools regarding security film installation for school facility windows, managed by ELITE Companies. The project involves installing 3M Scotchshield Safety & Security Window Film (Ultra S600 6mil and Ultra S800 8mil) across multiple school buildings, with a project timeline of June 3, 2019 to September 20, 2019. The scope includes installing 8mil film on all exterior glazed surfaces at entry areas (doors and storefront system windows) and 6mil film on all other exterior windows, along with BondKap trim installation. The project covers 11 facilities including Battle Creek Central High School, WK Kellogg Prep HS, Northwestern Middle School, and several elementary schools.
Bidders must provide base bid pricing for S600 film installation and alternate pricing for S800 film installation for each facility, along with per-square-foot costs for both film types. The bid package requires labor rates, equipment rates, and timeline estimates for shop drawing submittal, delivery, and installation. Contractors may submit voluntary alternates for equivalent products meeting the same criteria. The district will make award recommendations based on initial base bid costs, scope, and responsiveness of the low bidder, with alternate pricing to be utilized on a building-by-building basis. Weekend work and overtime may be required to maintain the schedule at no additional cost.

Battle Creek Public Schools: Secure Film for Facilities – Clarification #1
Project specific scope items
Given the quantities/sizes and overall count of windows make it difficult to quantify what is the extent of the entry areas and the balance of the building glass film required, we are making the following adjustment to your bid/scope:
1. Provide a BASE BID proposal for each building based on the Ultra S600 film. For all SF of all windows.
2. Provide an alternate proposal for each building based on the Ultra S800 film. For all SF of all windows.
3. Provide a SF cost for each of the S600 and S800 film applications.
See attached, revised SOW breakdowns.
The district will provide an award recommendation based on the initial base bid costs, scope and responsiveness of the low bidder. The alternate pricing will be utilized on a building-by-building basis related to the scope TBD by the district at the time of installation. We will work through this during submittals.
