About this file

This document is a specification for generator switchgear replacement at the Bledsoe Correctional Complex (BCCX) for the Tennessee Department of Correction (TDOC). The project consists of two primary overviews: first, replacing HMI/PLC controls on switchgear lineups with Woodard EasyGen 3500XT-P2 controllers for three generator systems controlling various facility areas including Administration, Central, Units 21, 24, 25, Support I, Women's Facility, Kitchen, and additional zones. The second overview involves replacing controls on switchgear lineups 5 and 7 with two Woodard EasyGen 3500XT-P2 controllers and one remote Panel RP-3000XT, which will manage power distribution for areas including B, C, D, E, Sallyport, and Armory.

The project specifications detail complex generator operational modes including utility outage, return of utility power, and storm/test modes, with precise instructions for power transfer, generator startup, synchronization, and shutdown procedures. The document includes contact information for Shannon Beach, Facilities Supervisor, and specifies a one-year warranty on installed parts. The switchgear replacement aims to enhance emergency power system reliability and control for the correctional complex, with a focus on maintaining continuous power distribution across multiple facility sections during various operational scenarios.

Specifications for Generator Switch Gear

Bledsoe Correctional Complex (BCCX)

Tennessee Department of Correction (TDOC)

Location:

Bledsoe Correctional Complex 1000 Horsehead Road Pikeville, TN 37367

Facility/Project Contact:

Shannon Beach Facilities Supervisor Office: 423-727-3515 Cell: 423-881-6236 Shannon.M.Beach@tn.gov

Scope of Work:

Project Overview 1:

Replace HMI/PL controls on switchgear lineup with Woodard EasyGen 3500XT-P2 controller and perform system operational checkout after installation for 3 systems.

• Generator 2: (controls Administration, Central, and Unit 21)

• Generator 4: (controls Unit 24, Unit 25, and Support I)

• Generator 6: (controls the Women’s Facility, Kitchen, P, Q, and 28)

Overview of Operation:

Utility outage: The system (In Auto) will open the Utility source circuit breaker and the Tie circuit breaker, start the generator and once at rated speed and voltage close the generator circuit breaker supplying power to the emergency bus.

Return of utility power: The system will after stabilization timer elapses will open the generator circuit breaker, close the utility circuit breaker and then the tie circuit breaker returning normal power to all feeders and after a 5-minute cooldown shut down the generator.

Storm/Test mode: When selected the system will start the generator and once rated speed and voltage are reached the system will perform an open transfer from the utility source to the generator source and stay on the generator emergency system until the re-transfer is selected.

mailto:Shannon.M.Beach@tn.gov

Then the system will perform an open transfer back to the utility source, open the generator circuit breaker and after cooldown shutdown the genset.

Project Overview 2:

Replace HMI/PLC controls on switchgear lineup 5 & 7 / paralleling system with 2-Woodard EasyGen 3500XT-P2 with 1-remote Panel RP-3000XT (HMI-15”).

• Parallel units 5 and 7: (control B, C, D, E, Sallyport, and Armory)

Overview of Operation:

Utility outage: The system (In Auto) will open the Utility source circuit breaker and the Tie circuit breaker, start the generators and at rated speed and voltage close the first generator circuit breaker supplying power to the emergency bus. The second generator will start and synchronize to the emergency bus and load share the existing emergency bus load.

Return of utility power: The system will, after stabilization timer elapses open both the generator circuit breakers, close the utility circuit breaker and then the tie circuit breaker returning normal power to all feeders and after a 5-minute cooldown shut down both the generators Storm/Test mode: When selected the system will start the generators and once rated speed and voltage are reached the system will perform an open transfer from the utility source to the generator source by opening the Utility and Tie circuit breakers. The second generator will start and synchronize to the emergency bus and load-share the existing emergency bus load with the other generator. The generators will stay on the emergency system until the re-transfer is selected. Then the system will perform an open transfer back to the utility source, open both generator circuit breakers and after cooldown shutdown both the generators.

FEEDER CIRCUIT BREAKERS WOULD NOT BE CONTROLLED AND WOULD REMAIN CLOSED.

Warranty:

• A one-year warranty on parts installed.
