About this file

This document is a detailed specifications and service requirements file for generator maintenance prepared by the Tennessee Department of Correction for the Bledsoe Correctional Complex (BCCX). The contract seeks comprehensive generator maintenance services for a five-year term, covering preventive maintenance, emergency service, and repairs for multiple generators located across several sites, including nine Caterpillar generators and additional units from manufacturers such as Kohler, Generac, Cummins, and Marathon. The maintenance services include annual and quarterly inspections, detailed system checks covering cooling, fuel, electrical, and control systems, with technicians required to have a minimum of five years of experience and pass background checks. While a site visit is encouraged, it is not mandatory for potential bidders.

The contract specifies pricing terms including 350 hours of regular-rate technician services and 80 hours of premium-rate services, with parts to be billed at contractor cost plus 15%. Emergency service response must be within four hours, with 24/7 availability mandatory. Contractors are required to provide comprehensive documentation including detailed service reports, sign-in/sign-out logs, parts invoices, and warranty documentation. The facility reserves the right to verify market prices and requires prior written approval for all repairs and part replacements. Additional maintenance requirements include a third-year comprehensive service for each generator, involving system flushing, parts replacement, and complete engine adjustments. The maximum contract liability includes an additional $30,000 for parts, and the contract emphasizes the use of original manufacturer parts or equivalent alternatives.
