Project Location The Bobcat LaPorte Uravan Natural Resource Damage (NRD) Project is located along Montrose County EE22 / Long Park Road, approximately 18 miles north of Naturita, CO.
Please see the maps in the linked project folder.
Project Summary The Bobcat and LaPorte uranium mines are legacy mines located on UMETCO Minerals Corporation-owned mining claims. There are 2 subsidence features exposing the underground mine workings, and surface water is entering the groundwater table through the openings. In addition, the subsidence features are safety hazards. The project will seal the openings with Polyurethane Foam and backfill with onsite waste rock. Hydrologic controls to divert the surface water runoff away from the mine openings will be constructed, and all disturbed areas will be revegetated.
Mandatory Pre-Bid Meeting The mandatory pre-bid meeting and site showing for the Bobcat LaPorte Uravan NRD Project will be held on-site at the Project Site on Long Park Road. Contractors will meet on Tuesday, April 28, 2026, at 10 a.m. MT, at the parking area behind Naturita Sales, 150 W. Main St, Naturita, CO 81422, and then drive 45 minutes to the project site. Registration is Not Required. The purpose of the Pre-Bid meeting is to afford potential bidders the opportunity to inspect the proposed work and access conditions. Bidders are advised to be prompt. A sign-in sheet will be available at the Pre-Bid meeting for firms to record their attendance. It is the bidder's responsibility to make certain their attendance is recorded on the sign-in sheet.
Signing the Pre-Bid Meeting attendance list to represent more than one person or company is not permitted. Failure to sign in and sign out, as directed by the Project Manager, will be cause for rejection of a bid.
Each individual may represent themselves or a single company at the pre-bid for the purpose of bidding.
All interested bidders must attend. Bidders shall review all Documents including the Meeting Requirements before the pre-bid meeting.

This pre-bid meeting involves inspection of hazardous and unstable mine openings.
The safety of prospective bidders is of utmost importance to the DRMS. No one will be allowed within 15 feet of any vertical mine opening without proper safety equipment, https://drive.google.com/drive/folders/1cdeAPtPNKNdyYTwkAr_ucKn1j28AIoR0?usp=sharing including a safety belt or harness properly secured to a safety lanyard and anchor. No one will be allowed to examine any horizontal mine opening without wearing a hard hat.
Bidders are cautioned that, notwithstanding any remarks or clarifications given at this meeting and site showing, all terms and conditions of the contract documents remain unchanged unless they are changed by a written amendment issued by DRMS. If the answers to questions or any amendments to the contract documents create ambiguities, it is the responsibility of the bidder to seek clarification prior to submitting a bid.
Written Inquiries Prospective Offerors may make written inquiries concerning the DQ to obtain clarification of requirements. Inquiries may be submitted to the Single Point of Contact via email by Friday, May 1, 2026, at 4:00 P.M. MT.
The preferred method for submitting inquiries is via email with attachments in a PDF or Word format. http://www.colorado.gov/vss
Contractors must monitor the amendment history in ColoradoVSS for any updates or modifications. In the event that it becomes necessary to modify the DQ, the modification will be made in ColoradoVSS. It is very important that vendors check ColoradoVSS on a regular basis, as this is the sole method for communicating any modifications. Modifications included in amendments published on ColoradoVSS take precedence over information in the DQ.
The ColoradoVSS Help Desk is available Monday through Friday 8:00 a.m. to 5:00 p.m. MT and can be reached by emailing vsshelp@state.co.us.
ColoradoVSS is the preferred submission method of bids but if ColoradoVSS is unavailable, bids may be submitted by email to: dnr_drms_imrp_bids@state.co.us. Bids submitted via fax or mail service are NOT permitted.
Required Submission Content A responsive bid must include the following, properly completed and submitted:
● Bid Schedule
● List of Equipment Offered form
● SDVOSB Certification issued through the U.S. Department of Veterans Affairs (if applicable)

Visit our accessibility webpage for more information and services, including AIRA, our free service for blind and low-vision users.
Bid Schedule A completed Bid Schedule must be returned with the bid. If there is more than one tab on the bid schedule spreadsheet, all tabs must be completed. The quantities listed on which unit prices are requested are estimates only. The prices indicated on the Bid Schedule shall include the cost of all labor and materials, equipment and services, and all other expenses necessary for the completion of the work. Alternate bids will not be accepted. Bidders shall acknowledge any/all amendments to this DQ on the Submission Form of the DQ with signature by a person authorized to bind the Offeror.
mailto:vsshelp@state.co.us mailto:dnr_drms_imrp_bids@state.co.us https://dnr.colorado.gov/accessibility
List of Equipment Offered The List of Equipment Offered form must be returned with each bid. All equipment to be used on the project must be listed. The Contractor must own, have a current lease for the equipment intended to be used to perform the work, or must furnish a statement of arrangements to rent, or otherwise procure, adequate equipment to perform the work. Inclusion of a piece of equipment on the List of Equipment Offered represents a commitment to devote that piece of equipment to the project work for the entire duration of the project. An award will not be given to a bidder who in the opinion of the Project Manager either (a) does not have adequate equipment, or (b) does not have firm and satisfactory arrangements to obtain adequate equipment to perform the work described in the DQ.
Service-Disabled Veteran Owned Small Businesses (“SDVOSBs” see §24-103-905, C.R.S., et seq.).
SDVOSBs, who are incorporated or organized in Colorado or maintain a place of business or have an office in Colorado and who are officially registered and verified as a SDVOSB by the Center for Veteran Enterprise within the U.S. Small Business Administration (https://veterans.certify.sba.gov), may receive a 5% preference on their bid. This preference applies only to the price, and the SDVOSBs must still meet all other qualifications required in the bid. SDVOSBs claiming this preference shall submit documentation of SDVOSB certification issued through the Center for Veteran Enterprise within the U.S. Small Business Administration in their response to the solicitation. Bid submissions without this documentation will not be given a preference.
Conflict of Interest By submission of a response bid, the Offeror agrees that, at the time of contracting, the Offeror has no interest, direct or indirect, that would conflict in any manner or degree with the performance of the required services. The Offeror further agrees that, in the performance of the contract, they shall not employ any person having any such known interest.
Resident Bidder Preference (see §24-103-906 C.R.S., et seq.)
When a contract for commodities or services is to be awarded to a bidder, a resident bidder shall be allowed a preference against a nonresident bidder equal to the preference given or required by the state in which the nonresident bidder is a resident. A resident bidder is authorized to transact business in the State of Colorado, maintains a place of business in Colorado and pays unemployment compensation taxes.
Failure to Perform If the successful bidder, upon acceptance of the bid by DRMS, fails to execute such further contractual documents and give such bond(s) (including any necessary coinsurance or reinsurance agreements) as may be required within ten (10) days after receipt of the Notice of
Intent to Award, the award may be terminated for default. In such an event the Contractor shall be liable for any cost of procuring the work which exceeds the amount of the bid, and the bid guarantee shall be available toward offsetting such difference.
Conditions Affecting the Work In addition to examining the drawings and specifications, completion schedule, and other instructions, bidders shall visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, including average climatic conditions and the general and local conditions which can affect the work or the cost thereof.
Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work.
Notice of Intent to Award Notice of intent to award will be made with reasonable promptness, by written notice to the low responsive and responsible bidder whose bid meets the requirements and criteria set forth in the Documented Quote. These criteria will include, but not be limited to the lowest Grand Total Price, corrected if necessary for errors in price extension and/or addition, on the Bidder's equipment if a List of Equipment Offered is required with the bid, and the capability to meet the performance time requirements. The Grand Total Price will be used for comparing bids only.
The lowest responsible bid, taking into account the Colorado resident bidder preference, if applicable, Article 14 of the DRMS General Conditions, will be determined by and the contract will be awarded on the base bid plus all additive alternates, to the extent that the addition of alternates results in a sum total within available funds to finance the contract.
Additive alternates will be used in determining the lowest responsible bidder, adding in the numerical order listed. An equal number of alternates shall be added to the base bid of each bidder within funds available to finance the contract for the purposes of determining the lowest responsible bidder. If this bid exceeds such amount, the right is reserved to reject all bids.
The bidder must be registered to do business in the State of Colorado with the Secretary of State www.sos.state.co.us. A Certificate of Good Standing will be required to process the Agreement.
A Notice of Intent to Award will be sent to the apparent low bidder within a reasonable time following the bid submission deadline. The Division of Reclamation, Mining and Safety must receive the following by the date specified in the award letter:
a. Executed Agreement, if required;
b. Fully-executed Performance and Labor and Material Bonds, accompanied by appropriate Power of Attorney, if required;
http://www.sos.state.co.us
c. Certificates of Insurance showing proof of required coverage with Additional Insured Endorsements and subrogation waivers as applicable;
d. AML Contractor Ownership and Control Form, if required;
e. Three-Way Agreement for Reclamation Activities, if required;
f. A list of all subcontractors to be used on the project, the work tasks, and the dollar value to be subcontracted to each;
g. Completed W-9 form, if requested.
Please consult Articles 2-7 of the DRMS General Conditions.
If the above documents are not submitted properly within 10 days of Notice of Intent to Award, the Division of Reclamation, Mining and Safety may elect to award the Contract to the next lowest bidder pursuant to rules. Awardees are advised to keep close contact with DRMS during this period.
Colorado Contract The successful Offeror, hereafter called Contractor, will be required to enter into a formal contract with the State. The Contract will incorporate by reference these Special Conditions, published addenda, and the response of the successful Offeror, and will include all contract terms and the Colorado Special Provisions.
State Terms and Conditions A quote submitted in response to this solicitation shall constitute a binding offer and acknowledgment that all terms and conditions of this solicitation are accepted. Any proposed exception taken to the State’s Terms and Conditions must be clearly and thoroughly identified and supported, and acceptable alternatives must be proposed. Vendors must identify any variations between their quote and the solicitation. Failure to do so shall be deemed a waiver of any rights to subsequently modify the terms of performance. The State reserves the right to reject any changes suggested to the Contract Terms and Conditions and award to the next most advantageous qualified responsive vendor.
Single Contract DRMS may enter into a single contract. Any partnerships between firms specializing must be managed in a Prime Contractor/Subcontractor approach. All references to “Contractor” or “offeror” throughout this document shall be interpreted to mean the prime responding vendor, except where specifically noted otherwise. Any/all forms signed and submitted by this defined Prime Contractor shall be interpreted as an acknowledgement of terms and conditions and assumed responsibilities on behalf of all partnered entities (if applicable). The selected Contractor will be required to assume responsibility for all goods and services offered in its bid, and DRMS will consider the selected Contractor to be the sole point of contact with regard to all contractual matters and responsibilities. The selected Contractor must gain prior written approval from DRMS for any changes to subcontractors, subsequent to bid submission.
Performance Bonds and Labor and Material Bonds A Performance and Labor and Material Bond is required if the amount bid is $150,000.00 or greater. The Contractor shall furnish a Labor and Material bond for 100 percent of the original contract price and a Performance bond for 100 percent of the original amount of the Contract.
The bonds are required by State Law, Title 24-105, 202-203, C.R.S., as amended. The bonds shall be submitted using the State forms. The State requests that the Surety and Contractor leave the date of the Contract found on the first page of each bond form blank, and we will ‘pen’ in the date after the Controller executes the Contract. These bonds will be submitted along with the standard State Agreement form within 10 days of the "Notice of Intent to Award."
Vendor and Bond Assistance Any vendors that need support responding to solicitations may contact the Colorado Supplier Diversity Navigator at the Statewide Equity Office of Supplier Diversity. Services provided include assistance with responding to solicitations, interpretation of solicitation documents, technical assistance referrals, availability of resources, and bond assistance under the Construction Statewide Bond Assistance Program, through which eligible contractors can apply for assistance in securing the required bonding. The office can be reached during normal business hours by calling 303-866-5765 or emailing DPA_SupplierDiversityHelp@state.co.us.
Retainage If the project exceeds $150,000.00, 5% retainage will be withheld until the project has been satisfactorily completed. Notice of Contractor’s Settlement will be advertised via electronic media on the www.colorado.gov/vss.
Rejection of Bids Pursuant to C.R.S. 24-103-301, the State of Colorado reserves the right to reject any or all Bids received in response to this DQ, or to cancel this DQ if it is in the best interest of the State to do so. Failure to furnish all information, or to follow the Bid format set forth in this DQ, may act to disqualify the bid. It is the sole responsibility of the Offeror to ensure that the bid is signed and all required information is included.
In the event the Department of Natural Resources elects to not award any Offeror, or the DQ solicitation is canceled, all received bids must be retained as confidential and will not be subject to public inspection. The purpose for this condition is to prevent any future potential offerors an opportunity to review other offerors’ bids and thereby gain any unfair advantage in submitting future bids.

The protest of a small purchase solicitation or award of contract shall be submitted in writing to the procurement official or his or her designee within three (3) business days, unless the procurement official otherwise extends the time period to ten (10) business days, after such aggrieved party knows or should have known of the facts giving rise thereto.
DNR Procurement Official Ion Cotsapas- ion.cotsapas@state.co.us
The written protest shall include, as a minimum, the following:
● The name and address of the protestor;
● Appropriate identification of the procurement by bid or award number;
● A statement of the reasons for the protest; and
● Any available exhibits, evidence, or documents substantiating the protest.
General Bid Specifications The Colorado Inactive Mine Reclamation Program, General Bid Specifications, 2009, which include DRMS General Conditions, Standard Work Specifications, and Standard Drawings and Figures, are intended to complement these Special Conditions. Please refer to the Standard Work Specifications for all applicable types of work required in the Special Conditions. The DRMS General Conditions apply to all work covered in the Special Conditions.
Liquidated Damages The liquidated damages for this project will be $400.00 per day. Please see General Conditions, Article 39.
ACH/EFT Payments Offerors are highly encouraged to consider signing up for ACH/EFT payments. ACH/EFT payments provide the advantage of ensuring quick and secure payments for the goods and services that contractors provide to the State. ACH/EFT payments help avoid the unnecessary and sometimes inevitable delays in the mail, and the possibility of lost warrants, which will further delay payment. DNR’s goal is to pay contractors as soon as possible - signing up for the ACH/EFT is an important step in making this happen. For additional information about signing up for ACH/EFT payments, please contact the Point of Contact for this solicitation.
mailto:ion.cotsapas@state.co.us
