Questions and Answers
1. After some research on the working of BPA, there is some confusion over here as to how it would work out. What shall be the modus operandi of the scope of work involved after execution of a multiple BPA.
A “BPA” stands for a Blank Purchase Agreement which is used when a government agency anticipates repetitive requests for the same or similar goods and services over a period of time determined by the government. The BPA itself is a “no-cost” or $0.00 award. The BPA serves as the umbrella contract document which can be awarded to more than one company that that has the capabilities to deliver the government’s requirements.
2. Will there be a BPA for each platform hence the multiple BPAs.
There will not be a BPA for each platform. Each company that responds to the solicitation and has the technical capability/qualifications to meet the government’s requirements will receive a $0.00 BPA contract award for a 12 month period with an option to extend the contractual relationship for an additional 12 months. The agreement shall not exceed 24 months.
3. Will the BPA define a specific budget for each deliverable?
Each individual request for the government, is issued through a RFQ (Request for Quote). The BBG will send out a request for quote for each deliverable which may be delineated by medium or region to support a particular VOA language service.
4. Are the mentioned advertising platforms fixed/decided upon or can they vary upon requirement.
The advertising platforms may vary upon the requirement. The RFQ for each deliverable will outline the agency’s requirement needed at that time.
5. Will the budgets and deliverables be decided before the multiple BPA is awarded to the offeror.
The budgets and deliverables are not known at the time the $0.00 BPA is awarded. The BBG will request companies that have been awarded the $0.00 BPA to provide a competitive quote/proposal for that particular deliverable. For example, the BBG is interested in an LED billboard placement in the Karachi, Pakistan airport. Each company will submit their proposal to the BBG to review. The BBG will then accept the quote/proposal that is the most advantageous to the government and a “contract order” will be issued to that company to fulfill that deliverable.
For the next deliverable as an example, the BBG may request mobile ad campaign of a 2 minute VOA Ashna promo, the RFQ/proposal process starts anew to those same companies that were awarded the $0.00 BPA.
There is no minimum or maximum known at this time nor is there a guarantee that all advertising platforms will be required within the contract period of performance.
6. We see that the process is different this time as there are no prices being requested for any of the platforms(TV, Radio, Sports etc.), nor the scope of work has been defined, in this instance can you elaborate if there is any important point we might have missed in the above queries relating to the new selection process.
Correct. No prices are being requested at this time. Each offeror should provide a proposal submission per the instructions on the RFP (technical capability; experience; management approach; media strategy; past performance references) to confirm qualifications are present to fulfill the government’s requirement(s).
7. Whether companies from Outside USA can apply for this?
(like,from India or Canada)
Yes companies outside the USA may submit proposals. The solicitation is not restricted.
8. Whether we need to come over there for meetings?
At this time, the BBG does not anticipate the need for face-to-face meetings.
9. Can we perform the tasks (related to RFP) outside USA?
(like, from India or Canada)
Yes. The solicitation is not restricted
10. Can we submit the proposals via email?????
Yes.
