About this file
This is a bid specification document for the State of Maine's Division of Purchases for a statewide automotive battery supply contract covering all state agencies. The contract covers automotive batteries, heavy-duty batteries, deep cycle batteries, and marine batteries as commonly purchased items, with the awarded vendor required to provide a complete product line spreadsheet. The contract period runs from May 19, 2008 through May 18, 2009, with an approximate contract value of $39,083.00. State agencies will place orders on an as-needed basis through the AdvantageME system or via State of Maine Procurement Card, with orders of $5,000 or less submitted directly to the vendor and larger orders requiring approval from the Division of Purchases. The specified delivery timeframe is seven days from order receipt to destination. Special delivery requirements apply for the Maine Department of Transportation, which requires daily deliveries to the Augusta Fleet Warehouse and weekly deliveries to regional stockrooms throughout the state, with the vendor responsible for picking up and accepting all used battery cores regardless of quantity.
Pricing must be submitted on a net F.O.B. destination basis with all transportation and delivery charges prepaid by the contractor, and prices must remain firm throughout the contract period. All batteries must include a minimum one-year full replacement warranty with prorated coverage thereafter. Vendors must accept the State of Maine Procurement Card as payment with no surcharges or additional compensation allowed, and the state reserves the right to reject bids from vendors unwilling to accept this condition. The contract is subject to extension beyond the expiration date at the Director of Purchases' discretion with potential renegotiation of price and terms, and may be cancelled with thirty days' written notice or immediately if the contractor fails to comply with contract terms. Bidders must indicate willingness to extend contract pricing to Maine political subdivisions and school districts. Manufacturer specification sheets must accompany all bids, and contractors must provide a summary report of total purchases made during the contract period. Questions regarding the contract should be directed to Terry DeMerchant, Procurement Manager.
