Part A - Project Description
EXECUTIVE SUMMARY
The objective of this project is to renovate the public restrooms near the main entrance of
Building 53. The current configuration consists of two separate entryway vestibules, one for each restroom. In addition, there is a Housekeeping closet in between the entryway vestibules that can be accessed from the male side.
Architectural, structural, electrical, plumbing, HVAC, and fire protection systems will be evaluated to support the renovation of the restrooms. Any modifications to these systems will be included as part of this design.
After analyzing the proposed existing and new plan provided as part of this contract, it is clear that the existing janitor's closet must be relocated to accommodate the new layout. The new location will be in the same proximity of the old closet, to reduce the cost of the new sanitary sewer line for the mop sink drain.

CIVIL / SITE IMPROVEMENT
Not applicable to this project.
ARCHITECTURAL
The circulation flow of the existing first floor public restrooms is currently tight and cumbersome especially when maneuvering wheelchairs in that space. To alleviate the constricted space conditions, a new shared entry into both the Men and Women’s restrooms is being proposed. In order to accomplish this task, the existing Housekeeping Closet has been reduced in size to allow clear openings into both alcoves for Men and Women restrooms. These new alcoves and restrooms will also now have doorless entries to ease the accessibility constraints that currently exist in these spaces.
INTERIOR DESIGN
The interior design package will include finish selections, specifications, and coordination of all interior finishes, fixtures and equipment that are integral to or attached to the building structure. The primary objectives for the interior material and finishes is high durability with pleasing aesthetics that are contextually similar to the existing corridor and reception entry.
All existing interior gypsum wall board will be replaced with new full height moisture resistant gypsum board over the existing stud framing and new cement backer board at all new tile locations. All existing toilet partitions will be replaced with new prefabricated stainless steel toilet partitions and all toilet fixtures and accessories will be replaced with new fixtures and accessories per VA requirements. The existing vanities will be removed and replaced with solid surface counter vanity’s with two integral sinks along with sloped piping valance below. The new cleanout will be located on the wall and under the Men's vanity. Flooring will be replaced with new porcelain tile flooring with an aluminum cove base. The existing acoustical ceiling will be removed and replaced with a new sag and water-resistant gypsum board ceiling in the restrooms, while the new shared entry alcoves will be installed with new suspended ceiling and acoustical tile.
FIRE PROTECTION
Fire Protection and Fire Alarm work is extremely limited for this project. Existing automatic sprinklers will be removed and relocated to ensure a uniform spacing pattern. Existing wall mounted fire alarm system notification devices will be replaced with ceiling mounted devices for better coverage.
STRUCTURAL
N/A
PLUMBING
DOMESTIC WATER SUPPLY
Domestic water supplies all of the plumbing fixtures in the Men’s and Women's restrooms, as well as the HAC. After the field investigation and speaking with the plumbing shop, there are no known issues with the domestic water for these restrooms. All existing domestic water connections will be re-used for new plumbing fixtures.
All plumbing fixtures are to be replaced, including sinks, urinals, and toilets. Sensor faucets and thermostatic mixing valves to be replaced in kind.
Hot and cold water supply feeding the HAC will be demolished, and piping to be removed back to the main lines to remove any potential dead-leg piping.
SANITARY SEWER
After speaking with the VA staff and plumbing shop, there is no basement or crawl space under the project area. All piping is assumed to be in the slab once it reaches the HAC. There are currently no floor drains in the restrooms, and the VA has requested floor drains and have been added in each restroom.
There are currently no cleanouts in any part of the project space, and cleanouts happen currently through the fixtures directly. Cleanouts have been added at the end of each sewer run serving fixtures as part of this project for ease of maintenance. The existing sanitary sewer vent piping will be reused to the greatest extent possible and the existing combined vent piping penetration through the floor above will be utilized.
HVAC
SUPPLY AIR SYSTEM
Supply air diffusers are present on both sides of the restroom. No work is anticipated for the supply air system. Existing supply ductwork will be reused and supply grilles/diffusers reused to the greatest extent possible unless requested otherwise by the COR.
RETURN AIR SYSTEM
No return air exists in this space.
EXHAUST AIR SYSTEM
Large exhaust diffusers exist in both restrooms and in the janitor's closet. Since the restroom layout will be staying essentially the same with the same number of fixtures, and the new layout will have the entryway vestibule connected to the main hallway, the HVAC scope will be relocating the exhaust diffuser and ductwork back from the main line to the new Housekeeping closet location and utilizing the existing exhaust ductwork to the greatest extent possible.
ELECTRICAL
The existing electrical configuration for the bathroom space consists of a few receptacles, nurse call notification, and overhead lighting. Equipment will be retained for the nurse call systems and notification. Circuits will be intercepted and extended in order to maintain functionality of surrounding equipment before and after the installation. Receptacles will be replaced with new
GFCI receptacles as part of this project. There are no significant changes to power and the load will not change.
Overhead lighting will be demolished and the circuit will be retained for reconnection of the new lighting from the nearest fixture. The new entryway vestibule will be reconfigured to match the hard ceilings. Down lighting will be provided in the restrooms with vanity lighting provided in the sink area controlled by occupancy sensors with a 15 minute timeout. 2x2 fixtures will be provided for the vestibule areas controlled by occupancy sensors with 15 minute dim and 30 minute off. 1x4 lighting fixture will be provided for the HAC room controlled by occupancy sensor with dimming capability. These controls options are listed in a controls schedule in the drawing package. Life safety systems were initially planned to be battery backed for egress fixtures. The VA has stated that they have existing emergency systems and prefer to use those circuits for emergency power. Exit signage is provided to direct persons to the main corridor.
Automatic door openers, paper towel dispensers, and hand dryers, were not selected as part of the design or will not require a hardwired connection.
TELECOMMUNICATIONS
Not applicable to this project.
ASBESTOS ABATEMENT AND HAZARDOUS MATERIAL REMOVAL
Asbestos Abatement and Hazardous Material Removal was removed as a requirement during negotiations for this project as the space is relatively new, and no hazardous materials are anticipated in this area as mentioned by the VA.
COST ESTIMATING
COST ESTIMATING SUMMARY
The cost estimate for this project is transmitted under separate cover from the BOD.
SUSTAINABILITY
The project is designed to align with the VA’s commitment to design and construct sustainable buildings as set forth in Federal Leadership in High Performance and Sustainable Buildings
(HPSB) Memorandum of Understanding (MOU). The document “Determining Compliance with the Guiding Principles for Sustainable Federal Buildings” was issued by the Council on
Environmental Quality in February 2016, per Executive Order (EO) 13693, Planning for Federal
Sustainability for the Next Decade, and provides the metrics for agencies to use in evaluating compliance with the Guiding Principles. Although EO 13693 has been rescinded by EO 13834, documents referenced by EO 13834 continue to reference the February 2016 document.
Sustainability is incorporated to the extent necessary to meet the requirements for the project.
The project area is less than 5,000 square feet so formal tracking or validation by CFM’s
Sustainable Design Program using the 2016 Guiding Principles Checklist is not required. The project is also not required to be certified by a third-party rating system. Sustainable design principles are incorporated into the facility design as a matter of current best practice methodology and to the greatest extent possible to meet the criteria set forth. The design and specifications implement these Guiding Principles into the construction process as appropriate to the scope of the effort.
Certain aspects of the HPSB Guiding Principles are not applicable given the limited size and scope of this project. No additional metering or submetering is applicable. The overall construction cost is beneath the threshold to trigger VA Commissioning requirements.
