Basis for award will be price and other factors as shown below. Other factors are considered more important than price. Other factors for this requirement are identified below as Capability statement, Resume, Threat Manager Certification and Past performance. In order to be
"considered" for award, Capability statement, Resume and Threat Manager Certification must be
ACCEPTABLE. If any information is missing, the quote will be deemed non-compliant and no further evaluation will be completed.
Other factors-Factor 1-3 will be evaluated as Acceptable or Unacceptable and Factor 4 will be evaluated as Relevant, Somewhat relevant, Neutral:
1- FACTOR 1- Provide a Capability statement that includes:
- Companies Small Business status; CAGE/DUNS (must be a small business in order to receive award)
- # of years’ experience in providing consultation services to behavioral threat assessment and management programs and law enforcement agencies
2- FACTOR 2- Resume of consultant showing the following:
- Doctoral degree (Ph.D. or Psy.D.) in the field of Psychology from an accredited university, shall have completed a residency approved by the American Psychological Association.
- Experience specifically related to law enforcement and legal practice.
3- FACTOR 3- Provide Threat Manager Certification accredited by a certified organization or association that upholds prescribed standards of practice.
4- FACTOR 4- Past performance- This will be evaluated as Relevant, Somewhat relevant, Neutral and all experience provided shall have been in the past 3 years. Contractor must use attached Past Performance Sheet.
In order to be relevant the contractor experience shall show they have the following:
1. Experience: Creating customized Insider Threat Management Guide.
2. Experience: Providing consultation regarding threat assessment & management processes.
The agency will first evaluate price, and then evaluate the apparent lowest-price quote for acceptability under the factors 1-3 listed above and if acceptable will review factor 4- past performance. If past performance is considered “Relevant” award will be made. If past performance is other than “Relevant” the next lowest price acceptable offer will be evaluated, continuing this process as necessary. The government reserves the right to award to other than the lowest-priced offeror or the offeror with the highest rating if determined to do so would result in the best value to the Government. This is being awarded using Simplified acquisition procedures in FAR 13 and is considered commercial
IAW FAR 12.
Highest Rating would be- Capability statement/Resume/Threat Manager Certification –
Acceptable; Past Performance- Relevant
Lowest Rating- Capability statement, Resume, Threat Manager Certification – Acceptable; Past
Performance-Neutral
DEFINITIONS & DESCRIPTIONS OF RATINGS
- ACCEPTABLE: Meets specified minimum performance or capability requirements necessary for acceptable contract performance.
- UNACCEPTABLE: Fails to meet specified minimum performance or capability requirements.
Proposals with an unacceptable rating are not awardable.
- RELEVANT: Present/past performance effort involved 2 of the 2 experience requirements as shown above.
- SOMEWHAT RELEVANT: Present/past performance effort included 1 out of 2 experience requirements as shown above.
- NEUTRAL: No Past Performance in this area at all.
