Evaluation Criteria

Technical Capability: The Government's technical evaluation team shall evaluate offeror's technical offer on an acceptable or unacceptable basis. Any subfactor evaluated as “Unacceptable” will render the entire offer unacceptable and, therefore, cannot be awarded. Only those offers determined to be technically acceptable, either initially or as a result of communications, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial offer, as received, without discussion. The term “technical” as used herein, refers to non-price factors other than past performance. The purpose of the technical evaluation is to assess whether the offeror's offer will satisfy the government's minimum requirements. An Unacceptable subfactor assessment will render the entire offer cannot be awarded.

The Government will use the following table to access the contractor's technical acceptability:

ACCEPTABLE - Offer clearly meets the requirements of the RFQ

UNACCEPTABLE - Offer does not meet the requirements of the RFQ

The following Technical Capability factors will be evaluated:

Factor 1 – Technical. The offeror shall submit a written approach that demonstrates a clear understanding of the overall contract requirements. Furthermore, the offeror shall specifically answer the following in its submittal:

Subfactor A - The offeror shall describe in detail the procedures to be taken to perform Base Laundry duties outlined in the PWS. This information shall include the work schedule proposed for completing these duties beyond normal work hours (nights/weekends).

Subfactor B - The offeror shall describe in detail the procedures taken to ensure personnel scheduling does not conflict with requirements as outlined in the PWS. This description shall include personnel replacement or coverage due to personal leave, sick leave, maternity leave, convalescent leave, and bereavement.

a. Best Value: In order to be deemed best value, the offeror must be able to perform all base laundry services in accordance with the performance work statement. The contractor must submit a price list for the entirety of 2025 and meet any past performance requirements.

2. Past Performance: Award will not be made to any offeror that has relevant negative past performance. This will be viewed on FAPIIS and SAM.gov.

3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.

A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award.

Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.

(b) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party.
