Questions and Answers 1

6 January 2015

1. Paragraph 1.11 within Section 1, page 4 of 19 is describing LEED requirements, are these to apply to this project?

Answer: Only to the extent LEED would apply to a new pump house (if the AE determines a pump house is required to achieve enough water flow for the required fire protection system).

2. Is it acceptable to submit past PPQs in different formatting for the project?

Answer: Yes as long as the PPQ relays useful information.

3. Selection Criteria, Table 5, page 6 of 7, will an Anchorage office be considered a

"local" office? We have completed numerous projects at Eielson AFB and are very familiar with the site conditions, on base utilities, construction methods and climatic conditions. Table 5 appears to infer there is a higher risk of unsuccessful performance with a firm not based in Fairbanks. All of our personnel submitted for the project will be from our Anchorage office and will have will have 10+ years arctic experience, this includes all

DORs and ITR personnel.

Answer: The local area is considered the Fairbanks North Star Borough. A portion of the evaluation criteria listed under "Geographic proximity" also involves a firm's knowledge of the area at Eielson AFB, Alaska. If a firm is located outside the "local" area but has proven working knowledge and experience within the "local" area; they could receive a more favorable rating.
