About this file
This is a Request for Information (RFI) from the Library of Congress seeking capability statements and market research on smartphone-style enterprise mobile computers with integrated barcode scanners. The Library requires twenty-five (25) rugged devices to support its Finding EnvironmenT for Collected Holdings (FETCH) software for inventory management at offsite facilities. The devices must operate on Android OS, weigh approximately 10 ounces or less, feature a 6-inch Full High Definition touchscreen display (450 NITS minimum), integrate 1D/2D barcode scanning capabilities, survive 1-meter drops to hard surfaces, meet IP65 and IP68 sealing standards, include a 13MP rear camera, support Wi-Fi 6 or better connectivity, utilize USB-C charging with replaceable batteries, and include optional trigger accessories. Devices must be manageable through Microsoft Intune, contain 6GB-8GB RAM with minimum 64GB internal storage, comply with the Trade Agreement Act, and operate commercially available off-the-shelf software approved for the Library of Congress network.
The RFI solicits information regarding an annual maintenance plan covering all software updates, hardware repairs and replacements including accidental damage, travel expenses for maintenance visits, and software licenses. Respondents must describe capabilities for providing unlimited telephone and email support during business hours (8:00 AM–5:00 PM, Monday–Friday) with 4-hour email response times during business hours or next-day responses for after-hours requests. The contractor must supply manufacturer factory-authorized technicians and provide hardware warranty repairs or replacements within one week of receipt. Additionally, the contractor shall implement continuous security monitoring and remediate software vulnerabilities within 30 days (high-priority), 180 days (medium-priority), and 360 days (low-priority) of notification.
