About this file
This document is a Questions and Answers (Q&A) document from the Florida Department of Transportation related to an Invitation to Bid (ITB) for Bags, Various. The ITB requests competitive sealed bids for the procurement of various types of bags, including polypropylene, cotton, and burlap bags. The bid allows bidders to bid on individual items rather than an all-or-none basis. The bid requires the bags to have no printing except the manufacturer's name in small print, and the bags must have seams on the inside. Delivery locations include various cities throughout Florida. Orders will be placed on an as-needed basis by different FDOT warehouses, with estimated order quantities provided. No pictures of the items are available, and the bid does not require recycled materials but allows bidders to submit information on recyclable features. The bid opening date is September 17, 2024.
The Q&A document addresses various questions related to the bid, including acceptable materials, shipping requirements, and ordering quantities. Bidders are allowed to propose alternative materials for consideration in future bids, but this specific bid requires the bags to meet the stated specifications. The contract will be awarded to the lowest responsive and responsible bidder, and the pricing structure allows for shipping costs to be billed separately from the bag prices.

SOLICITATION:
• Questions and Answers provided below:
Question 1
Can I just bid on items 4 and 5 for polypropylene bags and not the other items requested on the bid?
Answer 1
Yes, this is not an all or none bid.
Question 2
Polypropylene is recyclable. What are you looking for to prove recyclable features?
Answer 2
That is a standard recycle statement that is put in all bids. The bid is not requiring recycled materials; however, if you are trying to submit information for the recycled paragraph you just need to submit documents such as manufacturer literature, spec sheet, etc. showing that it is recycled and the percentage along with the “Certification of Recycled Content” form.

What are the delivery zipcodes?

Question 4
When the bags are ordered, are they usually delivered to different destinations in the same order?
Answer 4
Not usually, sometimes orders will be placed at the end of the fiscal year by Central Office and Shipped to the different locations, but that does not happen often.
Question 5
On page 19, item 31 it mentions buyer's choice of carrier. What does this mean?
Answer 5
How you normally ship. What type of carrier you prefer for the amount being shipped (such as UPS, vs Freight Line vs Your own trucks, etc.)
Question 6
Do you have pictures of the items in bid DOT-ITB-25-9011-DG as a reference?
Answer 6
There are no pictures available. On the specification listed in the bid document.
Question 7
Will the cost of shipping be charged to the buyer additionally as a separate item in the invoice? The first paragraph of the shipping explanation infers the bid prices include delivery but the third paragraph states it will be in the invoiced to the buyers.
Answer 7
Shipping is to be paid by the vendor and then billed with the bags as a separate like item. This is so they are only paying the contract vendor, not the contract vendor and the freight company. However, the vendor needs to use the most economical and efficient method of shipping based on the order size, delivery location and buyer’s choice of carrier.”
Question 8
Do the bags need to be used inside out (reversed, with the seams on the outside)?
Answer 8
Seams on the inside.
Question 9
Would you like to explore any other closure methods, such as drawstring bags?
Answer 9
Specs provide were based on what we have. Drawstring on cotton, burlap and sample bas are acceptable as long as the bags can close completely to contain items such as sand, etc. with no leakage.
Question 10
The branding instructions provided apply to the first line item. Does the no-printing requirement only apply to the first product, or does it extend to all four bags?
Answer 10
All items should not have any printing except the manufacturers name in small print, we do not want anything huge printed on the bags. These bags are for FDOT use.
Question 11
Would it be possible to propose any additional materials for the bags?
Answer 11
You may propose another material & send in literature for a bag for review on a future bid: however, this bid will require bags per the specification.
Question 12
Do any of the bags need a gusset?
Answer 12
No
Question 13
The minimum carry capacity is listed as 50 lbs. Could you please clarify the maximum capacity you are looking for?
Answer 13
Around 50 lbs.
Question 14
Please see the attached screenshot. Could you confirm if Item #924010, #924017, and #924011 are part of this bid? If you need a quote for them, I wasn't able to find the descriptions. Could you please assist?
Answer 14
It is part of the , when you bid item # 1 you are bidding on those. The numbers are for FDOT and they are for the Distribution Agents to bring the bags into the warehouse (#924010 is for 500 bags, #924017 is for 250 bags, and #924011is for individual bags). It is based on how they check them out & has nothing to do with the bidding process.
Question 15
My question is regarding the quantity that will be purchased per order. Will multiple bundles of each item be requested in the same order, or just one bundle of each item? If possible, do you have a history of previous orders that we could review? Thank you.
Answer 15
“The orders will be placed by the warehouses on an as needed basis. Their orders will be for the quantities needed by their crews. Our warehouses are different sizes, so the smaller ones will not order much at the time, due to storage requirements. They will be ordering in the bundle quantities awarded (excessive orders will not be accepted). I do not have any numbers at this time, and it will depend on how they are bundled. An average estimate for sandbags would be 2 to 3 bundles of 250/each or 1 to 2 bundles of 500/each, probably more bundles if they are bundle by 100/bundle. Last year they carried over some from previous years, so the total bundles are not good for bidding purposes.
This bid is for emergencies during hurricane season and therefore will need a quick turn-around time on orders.”
