About this file
This document is an addendum to a Request for Proposals (RFP) issued by the City of Madison Engineering Department and the Madison Metropolitan Sewerage District for planning and design services for the Badger Lane Lift Station replacement project. The existing lift station pumps and control equipment are in need of replacement. The new lift station is to be located within the public right-of-way, with no additional property acquisition required. The project scope includes soil borings, GIS mapping of the sewer and force main, installation of a new submersible pump wet well design, telemetry, and removal of the existing lift station structure. The City has provided clarifications on the number and depth of soil borings, preferred pump manufacturers, and telemetry requirements. The design schedule is aggressive, with the goal of bidding the project in 2025. Historical pump runtime data will be provided to the consultant to assist in sizing the new pumps and wet well. No flow meter is required, and the generator is not needed to be housed indoors.
The existing lift station is not considered a confined space, though the lower pump area would be. The City has noted that there are no issues with the low force main velocities under normal flow conditions. The consultant shall consider future basin growth when sizing the new pumps and wet well. Construction staking will be provided by City staff. The City prefers a complete replacement of the lift station in a new location over rehabilitation of the existing structure.

CLARIFICATIONS TO RFP FOR
PLANNING & DESIGN SERVICES FOR BADGER LANE LIFT STATION (L.S. #38)
GENERAL QUESTIONS AND ANSWERS
Q. Are soil borings included in the proposed scope of work to determine the subsoil conditions, groundwater levels, and bedrock potential? If so, how many and what depth?
A. Yes, soil borings would be included in the proposed scope of work. It is ultimately up to the
Consultant to determine the number and depth needed to ensure a proper design but at a minimum I would recommend one boring at the location of the new station and to a depth greater than the bottom of the proposed station
Q. Does the City plan to secure additional property for the new lift station, or is it intended that the new lift station be located within the public ROW as the existing lift station is?
A. No, the City does not plan to secure additional property and the intent is to have the new lift station be located in the public ROW. This makes the project cheaper and allow for a quicker construction schedule while making permitting of the project significantly easier.
Q. Is the existing lift station considered a confined space? Is gas monitoring required to enter the lift station?
Are there desired NFPA ratings for the new lift station space?
A. The existing upper dry well area is not a confined space. The lower area where the pumps are located would be a confined space.
Q. Does the City have a GIs map of the sewers/force main in the vicinity of the lift station that could be distributed?
A. Yes, A GIS map viewer can be found online at:
https://cityofmadison.maps.arcgis.com/apps/webappviewer/index.html?id=806d144c96904b2c9d47 018cc24f7ec8
Q. Is it intended that the new force main be directed to the same discharge manhole as the existing lift station?
A. Yes, the original intent is to have the new force main discharge to the same manhole as the existing lift station
Q. Is there a desired style for the new lift station? Pumps in the wet well vs. dry pit pumps?
A. Yes, in recent years our preferred style is a submersible pump in the wet well. Several recent lift station projects can be used for your reference. These projects can be viewed at https://www.cityofmadison.com/business/pw/contracts/ and are titled: Harper Lift Station Replacement, Truax Lift Station Replacement – 2021, and S. Bryan/James/thorp Reconstruction.

Q. Does the City desire an above grade entry into the facility, or is an at-grade entry considered acceptable?
A. An at-grade entry is considered acceptable and the City’s preference.
Q. Regarding telemetry, would the City provide information regarding the compass direction, height, and desired equipment?
A. The Contractor scope will be to install a new 2” pipe mast and owner-supplied antenna cable. Owner to install owner-supplied radio and antenna and make final cable terminations and connections.
Antenna to be 12’ above grade and pointed to the east. The current lift station has a telemetry antenna with adequate line of sight, therefore the new antenna should also have adequate line of sight.
Q. Are there desired pump manufacturers to consider or avoid?
A. Acceptable pump manufacturer list: Flygt, KSB, Fairbanks, and Morse/Hydromatic
Q. Is there diurnal flow data for this lift station?
A. We can provide hourly pump runtimes but there is no flow data available beyond what is stated in the RFP.
Q. Is a flow meter required on the force main? If so, is there a desired type or manufacturer?
A. No flow meter is anticipated or require for the new lift station.
Q. Is the 275 acre service area built out, or is there further growth within the area?
A. There is further growth anticipated within the service area of the Lift Station. The Consultant, as part of the scope of designing wet well and pump size shall consider future flow to ensure lift station capacity can accommodate growth in the basin.
Q. Is construction staking included in the scope of work?
A. No, City of Madison staff will be responsible for staking during construction. The Consultant shall provide City staff with required data needed to provide construction staking for the Contractor
Q. Does the project require the generator to be housed indoors?
A. No, the generator is not required to be housed indoors. On recent projects, the City has only required the generator to be surrounded by a security fence and a locked gate.
Q. Anticipated scope item #11 refers to cat-walk painting, concrete steps, new door, etc., however the anticipated improvements suggest the removal of the existing building and structures. Is it appropriate to assume that this entire substructure should be removed to make way for a new structure(s), or is rehab anticipated?
A. Rehab of the existing structure/lift station is not anticipated and not something the City would consider. The City prefers a new lift station constructed in a different location and then the removal or partial removal of the existing structure.
Q. For the design report and evaluation of pump capacity and wet well sizing, is there a summary of historical pumping data that indicates the peak hourly pumping events? Will any flow study be necessary to get a full understanding of capacity needs?
A. Yes, historical hourly pump runtimes can be provided to Consultants for analysis and to help understand capacity needs. This along with future land growth shall be used to develop future capacity needs for sizing pumps and wet wells.
Q. Is the design schedule correct? Is there a completion date or funding schedule that is influencing the schedule?
A. The schedule as laid out in the RFP is correct. The goal of the aggressive design schedule is to allow time for the lift station to be bid out and construction started in 2025.
Q. Are there any concerns with low force main velocities at the 112,000 gpd averages in an 8-in force main?
Or do peak events occur frequently enough to flush any solids deposition, etc.?
11/6/2024-Badger LS RFP QA Attachment.docx
A. The City and MMSD have not noted or are not aware of any issues associated with the low flow velocities in the 8-in force main.
James M. Wolfe, P.E., City Engineer
